About this opportunity
The Gila River Indian Community's Department of Community Housing is issuing an Invitation for Bid (IFB-0646-DCH-REBID) for lead, asbestos, and mold testing and abatement services, along with partial demolition and renovation of ten low-rental residential units located in Districts Four and Six in Arizona. The project scope encompasses comprehensive environmental testing including asbestos surveys with 12 samples per unit following AHERA and NESHAP guidelines, lead-based paint surveys using EPA-certified inspectors with portable XRF instruments, and visual mold observation and screening; complete abatement of all identified contaminants; demolition of electrical systems, flooring, plumbing, HVAC equipment, drywall, insulation, framing, roofing, and exterior debris; and renovation with new framing, electrical, plumbing, HVAC systems, flooring, kitchen cabinets, windows, doors, painting, and appliances. The ten concrete masonry unit structures range from 1,652 to 1,932 square feet with three to four bedrooms and one to two bathrooms, located in the Gila Butte and Sundust Circle subdivisions near Chandler and Laveen, Arizona. Bidders must be currently licensed with the Arizona Registrar of Contractors with an active license bond, must attend the mandatory pre-bid meeting scheduled for Friday, April 17, 2026, at 9:00 a.m., and must comply with Davis-Bacon wage determinations for Pinal and Maricopa Counties and all applicable federal requirements including the Buy American Act and prevailing wage provisions. The deadline for questions is Monday, April 27, 2026, at 4:00 p.m., with responses due Thursday, April 30, 2026, at 5:00 p.m. Bid submissions are due Tuesday, May 19, 2026, at 11:00 a.m. via the Bonfire e-procurement portal, with bid opening at 11:30 a.m. the same day, and the contract completion period is 120 calendar days following the Notice to Proceed.
The Gila River Indian Community maintains Native American preference provisions whereby qualified Indian-owned economic enterprises will be awarded the contract if their bids fall within specified preference thresholds, with the preference factor varying by bid amount from 10 percent or $9,000 for bids under $100,000 to 3 percent or $80,000 for bids between $2,000,000 and $4,000,000. Bidders must obtain a Tribal Business License, comply with the Tribal Employment Rights Ordinance (TERO), comply with the Tribal Native Plant Ordinance, and submit evidence of comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence and $2,000,000 general aggregate, $2,000,000 excess liability, $1,000,000 automobile liability, and $2,000,000 pollution liability if performing asbestos or lead abatement work. Bidders must provide a 5 percent bid bond and performance and payment bonds equal to 100 percent of the contract price, and must submit a detailed Schedule of Values using the provided template that includes standardized line items such as an $8,000 allowance for lead and asbestos testing, abatement, and reporting per unit. The project is federally funded by the U.S. Department of Housing and Urban Development (HUD), and contractors must maintain monthly invoicing with 10 percent retainage pending substantial completion and complete a comprehensive Operations and Maintenance Manual for all units. No specific budget range or estimated award value is disclosed in the procurement documents; however, the detailed Schedule of Values structure and the comprehensive scope of environmental remediation, demolition, and renovation work across ten units suggests a substantial contract value. The Gila River Indian Community is exempt from material, sales, and construction services taxes.
