About this opportunity

The State of Maine Department of Defense, Veterans & Emergency Management - Military Bureau is seeking a qualified contractor to develop a Biological Assessment for the Lola Dana Training Site (LDTS) in Penobscot County, covering approximately 3,830 acres of state-owned property. The project requires a comprehensive evaluation of existing land use, topography, soil, groundwater, surface and subsurface stormwater drainage, and existing biological and hydrogeochemical studies, with the ultimate goal of creating a Biological Assessment for submission to the U.S. Fish and Wildlife Service (USFWS). The procurement will involve four primary tasks: coordinating a kick-off meeting and site visit, conducting data analysis and USFWS coordination meetings, developing and finalizing the draft Biological Assessment document, and supporting public meetings. Proposal evaluation will be based on a 100-point scale, with 50 points allocated to organization qualifications and experience, 10 points to approach and service layout, and 40 points to cost proposal. Key deadlines include questions due by December 16, 2025, at 4:00 p.m. local time, and proposals due by December 29, 2025, at 4:00 p.m. through the Vendor Self Service System. The contract is anticipated to be awarded in February or March 2026, with a contract term extending from February 1, 2026, through December 31, 2026.

Bidders must provide current Dun & Bradstreet Business Information Reports, standard ACORD insurance certificates, and complete all required appendices including proposal cover pages, responsible bidder certifications, and qualification forms. Personnel assigned to the contract must pass federal background checks conducted by DVEM, with contractors required to submit a personnel list within two weeks of award or contract commencement. While no specific set-aside designations are mentioned, the procurement appears open to qualified vendors who can demonstrate relevant experience in biological assessments and environmental consulting. The Department reserves the right to reject any proposals, make multiple awards, and negotiate final contract terms. Although a specific budget range is not disclosed, the cost proposal will be a fixed amount covering all four tasks, with the lowest submitted cost receiving the maximum 40 points, and higher bids receiving proportionately fewer points. Successful contractors will need to demonstrate expertise in environmental assessment, USFWS consultation, and the ability to conduct comprehensive biological studies in a military training site context.
