About this file
This is a Request for Proposal (RFP) and evaluation documents from the State of Maine Department of Defense, Veterans & Emergency Management - Military Bureau for the development of a Biological Assessment for the Lola Dana Training Site (LDTS), a 3,830-acre state-owned property in Penobscot County. The project requires a qualified contractor to holistically evaluate existing and proposed land use, topography, soil, groundwater, surface and subsurface stormwater drainage, and existing biological and hydrogeochemical studies to develop a Biological Assessment for submission to the U.S. Fish and Wildlife Service (USFWS) and conduct final consultation through the USFWS Conference Report. Four primary tasks comprise the scope of work: coordinating a kick-off meeting and site visit to LDTS, conducting data analysis and USFWS coordination meetings, developing and finalizing the draft Biological Assessment document, and supporting public meetings. The RFP evaluation process occurred on January 14, 2026, with proposals scored on a 100-point scale allocating 50 points to organization qualifications and experience, 10 points to proposed services approach, and 40 points to cost proposal. The contract award was conditionally granted to Stantec Consulting Services Inc. with a total score of 90.41 points. The contract term extends from February 1, 2026, through December 31, 2026, with anticipated project completion by August 2026.
Stantec Consulting Services Inc. submitted a fixed cost proposal of $27,439.00, which was the second lowest cost among four bidders, and received the highest combined score based on superior qualifications and experience combined with reasonable cost. The evaluation team determined that Stantec's proposal represented the best value to the State of Maine, citing their Maine office location, detailed list of assigned individuals with pertinent backgrounds including substantial experience with Atlantic Salmon consultations and Section 7 consultation processes, well-laid-out project timeline meeting project needs, thorough approach to aquatic toxicity issues, accounting for potential construction delays, and completion timeline extending to August 2026. Other bidders included Copperhead Environmental Consulting Inc. (46.29 points, $64,712 cost), GZA GeoEnvironmental Inc. (85.89 points, $32,050 cost), and Tyrannidae LLC dba Flycatcher LLC (88 points, $26,350 cost). No set-asides, incumbents, or renewal options were identified in the procurement. Bidders were required to provide current Dun & Bradstreet Business Information Reports, ACORD insurance certificates, and personnel assigned to the contract must pass federal background checks conducted by DVEM, with contractors required to submit a personnel list within two weeks of award or contract commencement.

4. Very focused on Endangered Species Act experience
5. They didn’t have experience aquatics, metals, contaminants
(great relevance to us).
6. Bidder didn’t seem to have much ecological experience in
Maine (or New England) though they are a nationwide company.
7. With the bidders 2nd two project examples, it was hard to know the scope and size (Bonanza & Argon) too brief in the provided information.
8. Heavy on Bats and some Lynx, but no mention of the Atlantic Salmons, or identify any fisheries work at all
Subcontractors 1. No Specific Individuals – Role, Responsibility, training, qualifications, reporting lines
1. Have most of the qualifications to complete the work
2. Little work with Atlantic Salmon and salmon habitat and didn’t discuss fisheries work in general.
3. Bidder did address the request for examples on the individuals that would be involved in our project.
4. They did name the folks who would be working on our project

3. Mostly talked about how they BA would be done, missing how they would get to the point of the BA
4. Restated what we provided
5. Were very general about how they would approach the aquatic toxicity part of this project, which is likely the biggest part for us
Proposed Services 1. No mention of task 1
2. Only had one person identified, no back ups listed
Implementation – Work Plan/Outline
1. No mention of needing to meet with Fish and Wildlife.
2. Very vague, but that might not be bad. They did follow a logical order (many unknows in the middle, might steer the project in a different direction)
3. Assumptions – one public meeting, but then they state 2 meetings on consecutive days. What is the plan if consecutive days aren’t the right assumptions, or process for State of Maine.

Overview of the Organization 1. Bidder didn’t really provide an overall overview letting us know who they are/what they do and how long in business wasn’t there.
2. They do have a Maine office, though they are a worldwide company.
3. They didn’t hit on all of the points we were expecting with all the information we wanted, but the examples they gave did point to specific parts.
4. The examples they gave were good for the people that did work on the examples. Ie. Person A worked on project Z doing metals contamination etc.
5. Bidder left the team to infer a lot of things. We know they can do all of the work (due to working with the vendor) but they should have spelled it out better.
Subcontractors 1. No Specific Individuals – Role, Responsibility, training, qualifications, reporting lines
1. Bidder provided a good mix of folks with the different backgrounds needed
2. Lots of experience (years doing this type of work)
3. Broad knowledge for section 7 consultation and Atlantic
Salmon Consultations.
4. Examples were good with fisheries, where we expect there to be an issue at our site. Bidder also gave good examples where there were potential issues.
5. Bidder examples that tied to the types of things that we would expect to be encountered when doing the work required for this RFP.
Organizational Chart 1. They did provide Litigation 1. They do have pending, but should not impact this project Financial Viability 1. D&B provided low to moderate risk Certificate of Insurance 1. COI yes
File 3 Proposed Services
10 7 to Conduct the Scope
1. Well laid out and fits well with project
2. Really did a good example on how they would approach the aquatic toxicity issue. They gave the impression they understood the scope and how to get the work done.
3. Clear understanding of the project but in some ways their outlined approach seemed to be general.
4. Team was concerned that “no site visits would be necessary”.
They have done work in the area before and attended the walkthrough. But would this be an issue?
5. Bidder mention data sets they have been contracted to develop (in the provided datasets for the RFP), but didn’t mention the others.
Proposed Services 1. Lack on Monarch Butterfly mention, though they were supposed to identify “candidate species”, it was one species we expected all to identify.
2. Seemed to only include the bare minimum, and they didn’t elaborate on much.
3. Bidder did mention accounting for delay of construction design etc. which is good and a great mention.
Implementation – Work Plan/Outline
1. Bidder laid out timeline with plan to be complete by August

Mountain Valley Pipeline and Equitrans Expansion Project – maybe not as complex as the project outlined in the RFP, but seemingly controversial and some services rendered are relevant;
Argonne National Laboratory – it’s hard to know the true size/scope of the project because those details are lacking, but one can assume the project area/potential impacts are much less than those specified in the RFP; similar, although not as complicated, services rendered;
USFS Bonanza Project – while the project may cover a larger area than the previous project, the ‘project’ potential impacts are not clearly defined; What does vegetation treatment entail? Did the project propose more road/trail development?
Subcontractors N/A Specific Individuals – Role, Responsibility, training, qualifications, reporting lines

Overview of the Organization I: A bit confusing that, rather than a general overview, they provided project examples… P: But they’re good examples!
N: Didn’t follow instructions.
Farmington Sewer Outfall BA for Atlantic Salmon (in some of the most-critical of the Critical Habitat), P: Super-applicable-to-LDTS ongoing/long-term contaminant discharge toxicity analysis on species impact.
P: Named fisheries SME’s role.
Mass Coal Tar BA P: Sturgeon & sea run fish impact of stirring up contaminant in fluvial sediment.
P: Species Protection plan developed. (Implied incidental Take permit?)
P: Also a super-applicable-to-LDTS CWA 401 example.
Fisheries SME named.
P: MassDOT Bridge BA: John B. and Jake R. named. Sturgeon-focused aquatic impact. Mitigation measures developed.
NECEC Appalachian Trail Portion BA. Adam G. named.
P: Appears like it might be kind-of a straightforward “easy” consultation, but it was a very high visibility/litigated project.
MaineDOT Machais Causeway EA/EIS. John B. named. More of a planning COA evaluation, but aquatic impact and I: lots of direct public involvement.
Over-all P: Best set of project examples & direct personal experience provided of the 4. Checked all the boxes: Aquatic ESA.
Contaminant discharge. Higher level projects with Public Involvement/Scrutiny.
Subcontractors N.A.
Responsibility, training, qualifications, reporting lines
Direct ESA and aquatic ESA experience. Fisheries focused Jake R. >10 Salmon and Sturgeon BAs in Northeast Region.
Terrestrial focused Adam G. with take permit and bat expertise.

Individual Notes Proposal – Bidders Approach to Conduct the Scope
P: Only bidder who really tried to explain how they’d approach the key aquatic eco tox issue. Named some names of who will be doing what.
Proposed Services Combined with above and below Implementation – Work
A thin narrative and decent Gantt Chart of tasks and schedule.
Overview of the Organization None provided; Five projects provided (two more than stated in
RFP):
Town of Farmington – BA for an outfall pipe to the Sandy River;
small project much less complex than the scope in the RFP;
Connecticut River, MA – BA for a coal tar remediation project;
more complicated than the previous project, more species, more controversial, more permitting and regulatory involvement;
New England Clean Energy Connect – BA for a relocation of a segment of the Appalachian National Scenic Trail; NECEC project overall much more controversial and complex, but hard to determine from the project description provided how large of an area the segment relocation entailed;
MaineDOT – culvert/bridge replacement planning study and EA;
very complex and controversial project; outcome was that an EIS would be necessary and MaineDOT opted to pursue a longer-term temporary bridge;
MassDOT bridge replacements – BA characterizing the impacts of replacing two I-495 bridges over the Merrimack River; limited details, similar services but smaller scope compared to scope in
RFP;
Subcontractors N/A Specific Individuals – Role, Responsibility, training, qualifications, reporting lines

Organizational Chart Yes
Litigation No mention Financial Viability Provided, low-moderate risk Licensure/Certificate of to Conduct the Scope
Clear understanding of the project; minimal detail;
Notable assumptions:
- No mention of Monarch Butterfly or an updated IPaC;
- No field visits are necessary;
Proposed Services Task 1 – Kick-off meeting, Site visit to LDTS, and Data transfer Coordination; mention of a site visit that already took place, and assumption that another site visit will not be necessary; previous site visit was not part of the proposal; seems unreasonable to assume; assumption of a one-hour kick-off meeting; lacking detail;
Task 2 – Data analysis and USFWS coordination meeting(s);
again, mention of previous meeting that took place and assumptions made; mention of datasets they’ve been contracted to develop in the past, but little to no mention of the multiple other datasets; although they do mention they’ve been provided with many other documents already; assumption of one two-hour coordination meeting with USFWS;
Task 3 – BA document draft development and finalization; again mention of a previous site visit; no mention of the Monarch Butterfly; outline of the BA seems logical; thorough description/understanding of what the BA will include and what resources will be utilized; no mention of drafts/reviews;
Task 4 – Public meeting support and/or Expert witness testimony; straightforward; included in this is two one-hour preparation meetings with DVEM for the public meetings;
Implementation – Work Plan/Outline
Minimally defined tasks and the project tasks plan is provided with individual involvement and a rough timeline.

Bidders approach is clearly defined and well laid out.
Proposed Services The proposed services are very inclusive and consider other players such as ACOE and their role in this BA/construction project and who will be the lead agency.
Implementation – Work Plan/Outline
A well-developed work plan included in the RFP is well laid out.
This is a very organized work plan.

Implementation – Work Plan/Outline
A detailed work plan and timeline was provided identifying individuals responsible for specific tasks.
Overview of the Organization Subcontractors N.A.
Specific Individuals – Role, Responsibility, training, qualifications, reporting lines
Roles & responsibilities are clearly laid out.
The senior guy at the firm would be our PM, has some ESA/BA experience.
The senior reviewer also has direct ESA/BA experience.
N: Subordinate staff seem on less-experienced side with little direct ESA/BA experience.
N: No clear, direct statements of Metals/Discharge/Contaminant experience.
P: The three project examples provided named who did what tasks.
N: Example projects are relatively small scale and had relatively straightforward ESA impacts to assess. They just didn’t demonstrate the level of ESA experience and scale of “big project” experience that we need for LDTS.
N: The only clear direct aquatic impact example was a culvert replacement with temporary construction discharge issues.
Organizational Chart PM hub and technical spokes. Makes sense.
Litigation None.
Financial Viability N: They’re working on it.
Licensure/Certificate of
$2M professional to Conduct the Scope
Combined with below. Decent narrative of the steps.
N: Notably thin (almost entirely absent) on the complex issue of how they’ll determine effects. Don’t mention metals discharge or aquatic ecotoxicology concept, life stages of ESA species, how they use/migrate through habitat, etc.
Proposed Services Combined with above.
Implementation – Work
P: Nice Gantt Chart with who is doing what.
Overview of the Organization Information regarding the company overview is limited. I didn’t see anything (other than individual areas of expertise) describing the company structure, age, or specialty areas.
Three projects provided:
Sugarloaf Bike Park & Poleline Project – project example is limited in scope/size to the much larger, complicated project included in this RFP;
Twin Wind Energy Project – project example larger than the previous project, but still limited to permitting for a couple stream crossings and Section 7 ESA determinations;
Jordan Avenue Project – similar to the 2nd project example, this project only dealt with permitting regarding culvert replacement and Section 7 ESA determinations;

Ms. Kelshaw is the Office Manager, 30 years of experience;
Organizational Chart Yes Litigation None Financial Viability Awaiting access to their Dun & Bradstreet account Licensure/Certificate of to Conduct the Scope
They state they are well qualified, but nothing in their project experience or company overview (lacking) leads me to believe they are qualified to complete a project of this scale. Based on the Scope in the RFP, they are assuming an Informal Section 7 Consultation with USFWS and due to the timing of the previous USFWS species list, that the monarch butterfly should also be included.
Proposed Services Task 1: Kick-off Meeting, Site Visit to LDTS, and Data Transfer Coordination;
Task 2: Data Analysis and USFWS Coordination Meeting(s) Task 3: BA Document Draft Development & Finalization (assuming two rounds of review) Task 4: Public Meeting Support (assuming 2 two-hour public meetings in the project area)
Implementation – Work Plan/Outline
The tasks are thoroughly defined and the project tasks plan is provided with individual involvement and a timeline.
