About this opportunity
The Executive Office of the Governor (EOG) of the State of Florida is issuing a Request for Proposal (RFP) to obtain competitive sealed responses from qualified vendors interested in the data application migration for the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS). The scope of work involves converting the existing LAS/PBS application from its current mainframe and web-based infrastructure to a cloud-based solution utilizing modern technologies. The project requires the migration of the Adabas database to an Oracle relational database, conversion of the Natural and COBOL code to a .NET framework, and the establishment of development, testing, and production environments. The successful vendor must provide one year of post-implementation support and maintenance. The RFP outlines the technical, management, and work plan requirements, which will be scored for a maximum of 8.5 points, as well as the cost proposal, which will be scored for a maximum of 1.5 points. The deadline for sealed proposals is July 26, 2022, with an anticipated award posting on August 23, 2022.
The RFP encourages participation from minority-, veteran-, and women-owned businesses, but does not specify any set-aside designations or restrictions. No information is provided on any incumbent vendors or current contractors, nor on the existing infrastructure or technology that requires integration. The RFP states a current $2 million budget has been allocated for this project, but does not provide any additional details on the award value or budget ranges.
