About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Executive Office of the Governor (EOG), Systems Design and Development, for the data application migration of the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS). The RFP seeks qualified vendors to migrate the existing LAS/PBS application from a mainframe environment to a cloud-based platform. Key details include that the migration must keep the existing key database structures, the application cannot be performed offshore, and weekly in-person or teleconference meetings between the Contractor and SDD are required. The RFP also provides details on the current LAS/PBS environment, including the size of the database, number of transactions, and technology stack.
The RFP states a current $2 million budget has been allocated for this project, and the preferred migration target languages are VB.Net or C#. The addendum also provides clarification on the procurement process, including the order of precedence for RFP documents and the ability for respondents to modify their proposals prior to the due date.

Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS) Data Application Migration
RFP No. EOG-RFP-23-01
Addendum No.1 Questions and Answers and RFP Revisions
Questions and Answers
The EOG has received the following questions through email, and the Agency’s answers are provided in the table listed below:
No. Question Answer
1. Is there anyway you can email me the SOW? I am having problems trying to access the documents. Please let me know.
Please refer to the solicitation documents, including all attachments, for further information:
https://vendor.myfloridamarketplace.com/search/bids/detail/1486
2. Good afternoon, can you help me with these Advertisement Numbers, how does this work?
Please refer to the solicitation documents, including all attachments, for further information:
https://vendor.myfloridamarketplace.com/search/bids/detail/1486
3. Whether companies from Outside USA can apply for this?
(like,from India or Canada)
See Section 5, Location of Work, Attachment, A, Scope of Services.
Conversion and migration work may be performed at the Contractor’s site but cannot be performed offshore. All data must remain in continental US (unless otherwise approved in accordance with 60GG-4 F.A.C.). The final product will reside in a cloud infrastructure.
4. Whether we need to come over there for meetings?
See Section 6, Reports and Meetings, Attachment A, Scope of Services.
At a minimum, weekly meetings between the Contractor and SDD should be conducted in person or via teleconference as dictated by the LAS/PBS contract manager. All meetings must include agenda and final minutes provided by the Contractor. Remote meeting software can be used. If proprietary software is used for meetings, the Contractor must supply licenses for SDD.
5. Can we perform the tasks (related to RFP) outside USA?
(like, from India or Canada)
See Section 5, Location of Work, Attachment, A, Scope of Services.
Conversion and migration work may be performed at the Contractor’s site but cannot be performed offshore. All data must remain in continental US (unless otherwise approved in accordance with 60GG-4 F.A.C.). The final product will reside in a cloud infrastructure.
6. Can we submit the proposals via email?
See Section 2.10, Proposal Submittal, of the RFP for submission instructions.
7. Are alternative cloud databases, not Oracle, acceptable?
No.
8. What new web technologies/langua ges can we use for the LAS/PBS Web application?
Preferences are VB.Net or C#.
https://vendor.myfloridamarketplace.com/search/bids/detail/1486 https://vendor.myfloridamarketplace.com/search/bids/detail/1486
9. RFP mentions that the migration should keep the existing key structures - does this mean that schema should not change?
See Section 3.1, Database, Attachment A, Scope of Services .
The Oracle relational design must keep the key structure from the LAS/PBS Adabas database. The key structure will maintain the unique identifier for each record in a file. The schema should remain as close as possible to the current structure but if needed, any changes to the schema would need to be approved by SDD.
10. RFP mentions about "columns" approach, can you elaborate on the "columns" approach? how the data owner is identified on each column?
Columns use the Adabas Periodic Group construct. This characteristic is the ability to maintain the order of the occurrences. If a periodic group originally contained three occurrences and the first or second occurrence is later deleted, those occurrences are set to nulls; the third occurrence remains in the third position.
Columns also identify the “Owner” of the data.
For example: A01 - “A” is the owner (Agency) and “01” is the index of the Periodic Group. The index can range from 01 – 99.
11. What is the existing database size that has to be converted?
See Section 3.1, Database, Attachment A, Scope of Services .
56GB for each instance of the LAS/PBS database (Prod, Test, Dev and Sandbox).
12. Approximate number of rows per table that have to be converted
There are approximately 20 million records average of 166 thousand per table.
13. How much data gets added each month, what is the expected growth rate of the database size
See Section 3.1, Database, Attachment A, Scope of Services.
We need to allow 5% data growth per year.
14. What is the expected user load on the application?
average user load and peak user load?
Concurrent users during peak demand is estimated at 150. During other times, the average is approximately 70 users.
15. What are the different types of users accessing the system? where are those user accounts maintained?
All users of LAS/PBS are maintained within the application. The roles are “Analysts” and “Master – systems administrator”. Each Analyst role is further restricted by the functions assigned to their operator security record which is based on components and transactions within the application.
16. Are we supposed to use the existing directory system or
We need more clarification of what this question means. If this refers to our existing network, then the answer is yes.
migrate to any other system?
17. What is the current level of performance and efficiency of the existing database?
An example of buffer efficiency for our Adabas database is there was 200 million logical reads and the database only made 108,344 associator and data reads.
18 What is the current level of performance and efficiency of the existing application?
The average response time is currently 1 second or less for online transactions and 2 – 10 seconds for batch processes.
19. What is the RTO/RPO expected for DR?
The mainframe RTO/RPO is 1 hour. However, the remaining work that needs to be done is 4 hours.
20. Can you share the DR architecture of current system?
Not at this time, not applicable.
21. Are we supposed to use existing service for email, pdf, word, excel generation? or provide our own solution for these?
Vendor can propose new solution(s) or use existing. LAS/PBS uses PDFBox to create PDF’s which will need to be replaced. LAS/PBS uses SoftArtisans to create excel spreadsheets and word documents.
22. Is there any existing framework service for logging, auditing and exception handling that the converted system should leverage?
Should use existing framework provided by Oracle and Windows.
23. How is access management implemented in the current system?
does the converted code handle it implicitly or we are supposed to propose our own solution separate from code conversion
The converted code should handle the application access as stated in the Scope of Services, Section 3.5.3 Application Security.
24. Is there a need for proposing a separate solution?
Not at this time.
25. Any caching solution used in current application? does the converted solution use the same? or we are
The solution should leverage Oracle and Windows Server technologies, however Vendor may propose options.
supposed to propose our own?
26. How many batch jobs are there in the current solution, how long they run and what are their schedules?
LAS/PBS is comprised of on/line data entry and viewing of data and batch reports. There are approximately 75 transactions that create batch reports that can be run at anytime of the day by the users with most reports completing in a matter of seconds.
There are approximately 20 nightly batch jobs.
27. Do we need to include a separate batch processing solution along with the converted code?
Yes, a batch scheduling process needs to be proposed.
28. Does the current solution have any monitoring solution in place? should we propose one for this
RFP?
LAS/PBS mainframe currently includes a real-time monitoring solution (Scope of Services section 3.7 LAS/PBS Software Environment).

113. Are there latency or other non-functional requirements (NFRs) for any of the applications they integrate with? For example:
• Latency and
NFRs within the app itself
• Latency and other NFRs between the app and other state apps
