About this file

This is an irrigation map document supporting the Housing Authority of the County of Marin's RFP 2026-01 for landscaping and stormwater drainage maintenance services at Golden Gate Village in Marin City, California. The RFP seeks qualified landscape maintenance contractors to provide comprehensive services including weekly turf mowing (March through October), stormwater drainage system maintenance, litter abatement, irrigation monitoring, and grounds maintenance for Phase 2 areas only, with Phase 1 redevelopment areas excluded. Proposals are due August 24, 2026 at 2:00 p.m., with questions due by August 10, 2026. Optional self-guided site visits are available during daylight hours from July 24 through the proposal deadline with advance notice. The base contract term is one year with up to two one-year renewal options. Weekly turf maintenance must maintain 12-inch clearances from buildings and 3-foot clearances from roof lines, with catch basin and drainage inlet cleaning required and monthly reporting with photographic documentation. The contractor must maintain 24/7 emergency contact availability with two-hour acknowledgment and four-hour on-site response for life-safety emergencies.

The contractor must furnish all labor, supervision, equipment, materials, transportation, and disposal. Pricing is structured as monthly unit pricing for routine services and hourly labor rates for ten positions including landscape laborers, crew supervisors, irrigation technicians, drainage workers, equipment operators, and certified arborists, with equipment rates for dump trailers, chippers, brush cutters, mini excavators, and aerial lifts. Technical proposals are weighted at 85 percent (landscape maintenance experience, technical approach, staffing capacity, drainage experience, and past performance) and cost proposals at 15 percent. The contractor must provide Workers' Compensation Insurance, General Liability Insurance with minimum $1,000,000 per occurrence with MHA named as additional insured, and Automobile Insurance ($1,000,000 combined single limit). MHA wage determination applies with overtime at one and one-half times the basic rate for hours exceeding 40 per week when the prime contract exceeds $100,000. Optional services including fire fuel reduction, vegetation management, emergency weed abatement, and tree-related services may be authorized through task orders or purchase orders at MHA's discretion but are not guaranteed. MHA encourages but does not require participation by Section 3 Business Concerns, SBEs, WBEs, MBEs, DBEs, and VBEs.
