About this file

This Cost Proposal Form is associated with a landscaping services solicitation issued by the Housing Authority of the County of Marin (MHA) for Golden Gate Village in Marin City, California. The contract encompasses comprehensive landscape maintenance and stormwater drainage maintenance services for Phase 2 of the residential complex located at 429 Drake Avenue. The one-year base contract includes provisions for up to two one-year renewal options, with MHA retaining discretionary authority to authorize optional services such as vegetation management, fire fuel reduction, emergency weed abatement, and tree-related services through written task orders or purchase orders. Optional services are not guaranteed and will only be performed when specifically authorized by MHA.

Proposers must submit monthly unit prices for routine landscape maintenance services and stormwater drainage maintenance services, which will be extended to annual costs by multiplying by twelve months. In the event of arithmetic discrepancies, the stated monthly unit price will control over the extended annual amount. The proposal form requires submission of hourly labor rates for ten distinct positions including landscape maintenance laborers, crew supervisors, irrigation technicians, drainage maintenance workers, equipment operators, and certified arborists, as well as crew rates for multi-person teams. Equipment rates must be provided for five specified categories including dump trailers, chippers, brush cutters, mini excavators, and aerial lifts. Additional pricing is required for material handling, disposal, irrigation repair components, and optional vegetation management services measured by acreage or cubic yardage. Proposers must also indicate maximum annual price adjustments for renewal terms, capped at five percent per year, subject to MHA approval.

In the event of an arithmetic discrepancy, the stated monthly unit price will control over the extended annual amount, and MHA may correct the extension for evaluation purposes.

B. Additional and Optional Services Unit Rates Optional and additional services are not included in the Total Evaluated Base Annual Cost. Submission of unit rates does not guarantee any minimum quantity, frequency, or dollar amount of optional work. MHA may review the rates for completeness, balance, and price reasonableness and may reject materially unbalanced or excessive rates.

Optional services may be authorized through a written task order, purchase order, or contract amendment issued by MHA. Contractor will not perform optional work without prior written authorization.

MHA may price optional work using the submitted unit rates, a task-specific lump-sum proposal, or time-and-materials pricing subject to a written not-to-exceed amount. MHA may require quantity, labor, equipment, subcontractor, material, and disposal detail sufficient to determine price reasonableness.

Unless otherwise stated, all unit rates will include labor, supervision, ordinary tools, equipment, transportation, fuel, insurance, overhead, profit, and incidental costs. Disposal charges, permits, specialized equipment, and subcontractor costs will be included in the stated rate or separately identified where the Pricing Sheet provides a specific line item.

MHA reserves the right to obtain additional quotations or procure optional work separately when determined to be in MHA’s best interest.

The listed installed prices apply only when MHA authorizes Contractor to furnish the applicable component. When MHA provides the component, Contractor may charge only the authorized labor rate or other approved installation price and may not charge a material cost or markup.

Any authorized materials markup shall be applied only to Contractor’s documented net cost, excluding tax, freight, labor, equipment, and subcontractor charges unless otherwise approved by MHA.

Pricing Hierarchy for Optional Work:

Where an optional-service unit price applies, Contractor will use the applicable unit price unless MHA approves another pricing method in writing. When no applicable unit price is listed, MHA may authorize work using: 1. A task-specific lump-sum price; 2. Labor, equipment, materials, and disposal rates stated in this Pricing Sheet; or 3. Another pricing method approved in writing by MHA. Contractor will not combine unit prices, crew rates, individual labor rates, equipment rates, or material markups in a manner that results in duplicate compensation for the same cost.

Year 2: _______% — maximum 5% Year 3: _______% — maximum 5% Any proposed adjustment must be requested in writing before the renewal term and will not take effect unless approved by MHA. No retroactive increases will be allowed.

The undersigned certifies that the proposed prices are complete, accurate, and include all costs necessary to perform the required services, except for costs expressly identified in this Pricing Sheet as separately reimbursable. The undersigned further certifies that the pricing is not contingent upon undisclosed assumptions, exclusions, or qualifications.
