About this opportunity

Chaffee County Government is soliciting bids for a geosynthetic materials and installation contract for their Landfill Phase 2 Cell 7 Construction project located in Salida, Colorado. The procurement involves purchasing, delivering, and installing geosynthetic components for a new 6.6-acre municipal solid waste disposal cell, specifically including a geosynthetic clay liner (288,080 square feet), high-density polyethylene (HDPE) geomembrane (288,080 square feet), geotextile (156,047 square feet), and turf reinforcement mat (2,650 square feet). The project requires precise installation of liner components, connecting the new cell to existing Phase 2 Cell 6 and Phase 1 Cell 2, with all earthwork and sitework to be performed by Chaffee County Landfill and Road & Bridge Department personnel. Key procurement dates include a March 31, 2025 virtual pre-bid meeting, bid questions due by April 1, 2025 at 5:00 PM MDT, and bid submissions due on April 7, 2025 at 5:00 PM MDT. The county anticipates earthwork completion by the end of April, with geosynthetics installation beginning in May and substantial project completion required by August 1, 2025.

No specific set-aside designations or restrictions on bidding organizations were explicitly stated in the documentation. The contract will be awarded through the BidNetDirect.com Platform, with the Owner reserving the right to reject any proposals and conduct investigations to evaluate bidder qualifications. While no incumbent vendors were identified, the project requires a contractor capable of supplying and installing specialized geosynthetic materials with precise technical specifications, including a 60-mil textured HDPE geomembrane and 8 oz./sy nonwoven geotextile. Performance and payment bonds will be required after contractor selection, though no bid bond is necessary. The project does not have prevailing wage requirements, and a tax exemption certificate will be provided. Though specific budget ranges were not detailed, the contract appears to be structured as a unit price contract with defined quantities for each liner system installation component, suggesting potential flexibility in total project value based on final installation measurements and requirements.

The Chaffee County Landfill, located in Salida, CO, is a Municipal Solid Waste (MSW) landfill that is owned and operated by Chaffee County (Owner). The County is required to construct a new disposal cell this year based on their current disposal rate. Cell 7 is 6.6 acres in size and is located upgradient of Phase 2 Cell 6, which means that a leachate sump is not required to be constructed as a part of this project. The liner system for Cell 7 includes a geosynthetic clay liner and a high-density polyethylene (HDPE) geomembrane. In addition to connecting to Cell 6, the cell will also tie into Phase 1 of Cell 2, which is a compacted clay liner system. Chaffee County Government is soliciting bids for a contractor to purchase, deliver, and install the geosynthetics for the liner system, including the GCL, and geomembrane. In addition, the contractor will be required to supply, deliver, and install turf reinforcement mat (TRM) for erosion control. The Contractor will also be responsible for supply and deliver the geotextile, which will be installed by the Owner above a sand drainage layer in the base area of the cell. All sitework construction activities, including earthwork, will be performed by the Chaffee County Landfill and Chaffee County Road & Bridge Department Personnel.
