About this file
This document is Addendum No. 2 for the Chaffee County Landfill Phase 2 Cell 7 Construction project in Salida, Colorado, issued by Sanborn, Head & Associates, Inc. on April 3, 2025. The addendum provides detailed responses to 28 bidder questions regarding the geosynthetics installation contract for a new 6.6-acre landfill disposal cell. The project involves purchasing, delivering, and installing geosynthetic materials including a geosynthetic clay liner (GCL), high-density polyethylene (HDPE) geomembrane, geotextile, and turf reinforcement mat (TRM). The County anticipates the earthwork will be completed by the end of April, with geosynthetics installation beginning in May and substantial completion required by August 1, 2025.
Key pricing and contract terms include no sales tax (with a tax exemption certificate to be provided), no prevailing wage requirements, and a 10% retainage. Performance and payment bonds will be required after contractor selection. The bid does not require a bid bond, and the project will be bid directly to the County, not through a general contractor. The County will handle all earthwork, site preparation, dewatering, and ancillary construction activities, while the selected contractor will be responsible for geosynthetic material procurement, testing, and installation. Bidders are expected to factor in waste factors, overlaps, and additional material requirements into their unit pricing for the project.

Responses to Questions from Bidders
1. Looking at the documents for the current bid, it appears this is just for the geosynthetics scope. Was the civil/earthwork bid under a separate RFP? In other words, as a liner contractor, will we submit directly to the county and not as a sub through a general contractor?
You are correct. The bid is just for supply and installation of the geosynthetics. The selected Contractor will work directly for the County and not as a subcontractor to a general contractor. The sitework portion of this project will be performed by the County.
2. Is there any local General Contractor for doing dirt work so that we can contact them for quote purpose?
All earthwork activities will be completed by Chaffee County. A subcontractor for earthwork will not be required for this bid.
3. The bid requires us to provide start and end date, but there are several factors that are out of our control.
a. When will the owner have the site ready for liner installation?
b. Has the owner considered the lead times to produce the materials and for the
CQA firm to perform conformance testing and friction angle testing? (this could take 8 to 10 weeks)
c. Can you change this requirement and provide a desired calendar day limit instead?
The County anticipates that filling to achieve subgrade for the cell will be completed by the end of April. Geosynthetics installation will begin no sooner than May after the

6164.00 interface shear testing is completed. The County has a substantial completion date of August 1, 2025. Bidders should include a schedule with a start and end date.
4. What is the estimated duration time?
Liner deployment duration will depend on the geosynthetics installer’s schedule. The earthwork is expected to be completed by the end of April, and liner deployment will begin following the completion of interface shear testing. Cost and expedited schedule for liner procurement and installation will receive preference during the bid evaluation.
Substantial completed is no later than August 1, 2025.
5. Geomembrane section 02070, part 2.1.B.6 says samples will be taken from delivered material by the QAC and sent to independent testing laboratory to assure conformance with the specifications. Samples should be taken from the plant and tested prior to shipping to the site. Please advise this is acceptable.
All geosynthetic material shall be shipped from the manufacturer to the lab identified by the CQA firm for conformance and interface shear testing prior to shipment to the site.
6. The scope of work description it states "Additionally, only purchase of geocomposite material." are there more details?
Geocomposite is not proposed for this project. That statement should read “Additionally, only purchase of the geotextile material.” The Contractor will supply the geotextile that is proposed to be installed above the drainage sand layer, and the County will install it. The contractor is responsible for purchasing and shipping all the geosynthetic materials to the site.
7. Who is responsible to excavating and backfilling the anchor trenches for the liner?
Chaffee County is responsible for excavation and backfill of the anchor trenches. The Contractor is responsible for coordinating with Chaffee County.
8. On Bid Form Item no 5a, if dirt work by County then what price we should include in 5A?
The Contractor should include any additional equipment or labor costs associated with installation of the geosynthetics in the anchor trench, such as coordination with the County.
9. Who is responsible to expose the tie in?
Chaffee County is responsible for excavating the tie in locations. The Contractor is responsible for coordinating with Chaffee County.
10. Who is responsible for constructing the swale or Ditch to install the TRM?
Chaffee County is responsible for excavation or fill placement associated with constructing the swales and ditches and excavating and backfilling the anchor trenches for the TRM. The selected contractor will be responsible for all other aspects of the installation of the TRM in the ditch.
11. Turf Reinforcement Mat (TRM) specification 02370, part 2.1.A seams generic: "Dense web of crimped, interlocking, multilobed polypropylene fibers positioned between two biaxially oriented nets mechanically bound together by parallel stitching with polypropylene thread". Since there are numerous TRM's for different applications, please provide a list of manufactures and product brand names that are approved for this application.
The TRM shall be LANDLOK 450 or an Engineer-approved alternative that meets the same requirements.
12. TRM specification 02370, part 3.1.A mentions seed placement. Please confirm we are not responsible for soil cover or seeding.
The Contractor is not responsible for soil cover or seeding. This is the responsibility of the County.
13. Please confirm the Owners CQA firm is handling all material testing, including but not limited to: Conformance testing, Interface Friction angle testing and laboratory destructive seam testing.
The CQA Consultant is responsible for the material conformance testing, interface shear testing, and destructive seam testing. The contractor is responsible providing conformance testing results from geosynthetics manufacturer(s) and shipping material samples from the manufacturer(s) to the lab for conformance and interface shear testing. The laboratory conformance and interface shear testing will be paid by the CQA Consultant.
14. Any conformance testing requirement on the materials prior to shipment?
Yes, conformance testing and interface shear testing will be required prior to shipment.
The contractor is responsible for having geosynthetic material samples shipped from the manufacturer to the lab for conformance and interface shear testing. The laboratory conformance and interface shear testing will be paid by the CQA Consultant.
15. Bid item definitions say the owner will "assist" with offloading materials. The installer will not be onsite when material arrives, so can we assume the owner will be responsible for all offloading?
Yes, the County will inspect and unload the materials when materials are delivered. The manufacturer’s recommendations for handling and storage for each geosynthetic material should be provided to Chaffee County prior to shipment.
16. Bid item definitions for materials say payment is based on "square foot basis for the area of GCL/Geomembrane installed". Please confirm the measured area will be the full 3D area, including material buried in the anchor trenches.
As indicated in the first paragraph of Exhibit A-Attachment 1 (Bid Item Definitions), “all measurements are based on plan view areas and lengths without consideration of slope.
Bidders shall factor adjustments for slope distances into their bid prices.” The additional material required to construct anchor trenches shall also be incorporate into bidders’ unit prices Bid Items 2 and 3.
17. Does the SF for Bid Items 2 and 4 include all waste factor (scrap, overlap, liner terminations)? Our takeoffs with waste factor included are significantly less than these quantities. Should we just bid the quantities in the bid form or adjust for our take off?
The quantities for Bid Items 2, 3, and 4 have been updated on the bid form. A revised bid form is provided with this addendum. The quantities for items 2 and 3 reflect the planimetric area of Cell 7 and the quantity for item 4 reflects the planimetric area of the drainage sand area. The quantities do not include waste or additional material required for anchor trenches and overlaps. Bidders should factor these into their unit prices and apply them to the quantities on the bid form.
18. Our takeoff quantity for the GCL, Geomembrane and Geotextile are much lower than the quantities shown in the bid form. Our 3D surface area, including materials in anchor trench, are 301,000 SF for the GCL and HDPE, while the 8 oz is 155,500 SF. Please advise why your quantity is higher and why your listed GCL material is 28,200 SF more than the Geomembrane quantity?
Please see the response to question 17 above. Also, please note that the CQA Plan requires that the GCL be overlapped 12 inches on the sides and 24 inches on the ends of each panel. This could explain the additional GCL material.
19. Drawing sheet 1 of 7, Design Notes. Items 3,4,6 state the GCL, Geomembrane and
Geotextile are to be supplied by the owner. This contradicts the specifications that says the installer supplies the materials. Please advise?
At the time the drawings were prepared, the County was considering purchasing the geosynthetics directly. The County has since revised its decision and would like the geosynthetics installer to purchase all geosynthetic materials for the project as reflected in the bid item definitions.
20. Drawing sheet 1 of 7, Construction Sequence Notes. The installer should not be responsible for anything on this list except for the supply and installation of the geosynthetic materials. Please confirm the Owner will be responsible for: Survey certifications of subgrade, stormwater management, erosion control measures, barricades, signage, access roads, placement of fill, sand drainage layers and any other aspects of earthwork and general construction.
Correct, the County will be responsible for what you have listed above.
21. Who will be responsible for dewatering just in case of the Rain?
The county is responsible for dewatering in the case of rain.
22. Should we exclude sales tax on the materials?
Yes, exclude sales tax on all materials and the County will provide the tax exemption certificate to the selected contractor.
23. Is this a prevailing wage job? If so, could you please provide the wages?
No, this project does not have a prevailing wage.
24. Is a Bid Bond required?
A bid bond is not required for this project.
25. Is a Performance / Payment Bond required?
Cost for the performance and payment (P&P) bond is required and should be included on the Schedule of Values (i.e., the Bid Form). The P&P bond can be provided to Chaffee County after a contractor is selected.
26. Are there any labor hour restrictions? Besides the hours, are there any safety considerations?
Generally, working hours are during daylight. The landfill typically has personnel onsite 6 AM – 4:30 PM, but the contractor can stay later if required. There are no other safety considerations for this project.
27. What is the required retainage percentage?
10% will be required for this project.
28. Can you also include an Excel version of the Schedule of Values?
Yes, a spreadsheet version of the updated Schedule of Values (Bid Form) is included as an attachment to this Addendum.
Very truly yours, SANBORN, HEAD & ASSOCIATES, INC.
