PROJECT OVERVIEW

The Chaffee County Landfill, located in Salida, CO, is a Municipal Solid Waste (MSW) landfill that is owned and operated by Chaffee County (Owner). The County is required to construct a new disposal cell this year based on their current disposal rate. Cell 7 is 6.6 acres in size and is located upgradient of Phase 2 Cell 6, which means that a leachate sump is not required to be constructed as a part of this project. The liner system for Cell 7 includes a geosynthetic clay liner and a high-density polyethylene (HDPE) geomembrane. In addition to connecting to Cell 6, the cell will also tie into Phase 1 of Cell 2, which is a compacted clay liner system.

Chaffee County Government is soliciting bids for a contractor to purchase, deliver, and install the geosynthetics for the liner system, including the GCL, and geomembrane. In addition, the contractor will be required to supply, deliver, and install turf reinforcement mat (TRM) for erosion control. The Contractor will also be responsible for supply and deliver the geotextile, which will be installed by the Owner above a sand drainage layer in the base area of the cell. All sitework construction activities, including earthwork, will be performed by Chaffee County Landfill and Chaffee County Road & Bridge Department Personnel.

The construction drawings and specifications were prepared by Sanborn, Head & Associates, Inc. (Sanborn Head), who will also be the Construction Quality Assurance (CQA) firm for this project. The documents were submitted to the Colorado Department of Health and Environment (CDPHE) for approval, and it is expected that approval will be received prior to the start of construction. Included in this package are the Bid Documents for the Phase 2 Cell 7 Construction project at Chaffee County Landfill.

CONSTRUCTION SEQUENCE

THE FOLLOWING SCHEDULE IS NOT INTENDED TO PRESENT A DETAILED DESCRIPTION OF THE WORK TO BE PERFORMED BY THE CONTRACTOR BUT IS INTENDED TO PROVIDE AN OUTLINE OF THE SIGNIFICANT ASPECTS OF THE PROJECT IN AN ORDER THAT PROTECTS THE SITE FROM EXCESSIVE DISRUPTION TO TRAFFIC AND OPERATIONS AND SHOULD BE CONSIDERED BY THE CONTRACTOR WHEN SCHEDULING THE WORK. ALTHOUGH NOT SPECIFICALLY MENTIONED BELOW, IT IS THE CONTRACTOR'S RESPONSIBILITY TO SURVEY CERTIFICATION AND BREAKLINE LOCATIONS AS THE WORK PROGRESSES AND PROVIDE THE SURVEY TO THE CQA CONSULTANT FOR VERIFICATION. THE CONTRACTOR SHALL NOT PROCEED WITH PLACEMENT OF THE

LINER GEOSYNTHETICS UNTIL SUBGRADE (EXCAVATION) ELEVATIONS HAVE BEEN VERIFIED.

1. PRIOR TO CONSTRUCTION, THE CONTRACTOR AND OWNER SHALL WALK THE SITE TO OBSERVE AND DISCUSS STORMWATER MANAGEMENT, SOIL MANAGEMENT, ACCESS MATERIALS STAGING, AND SEDIMENT AND EROSION CONTROL MEASURES.

2. MOBILIZE TO THE SITE, REVIEW SITE CONDITIONS AND AS-BUILT INFORMATION, AND INSTALL EROSION CONTROL MEASURES.

3. ESTABLISH BARRICADES AND PROVIDE SIGNAGE TO DIVERT TRAFFIC AROUND THE PROJECT AREA.

4. CONSTRUCT ACCESS ROADS.

5. EXCAVATE OR PLACE FILL TO ACHIEVE SUBGRADE ELEVATIONS IN PHASE 2 CELL 7 INCLUDING THE PERMANENT

STORMWATER INFRASTRUCTURE.

6. INSTALL GEOSYNTHETIC CLAY LINER (GCL) AND GEOMEMBRANE LINER WITHIN PHASE 2 CELL 7 ANCHORING THE BOTH THE GCL AND GEOMEMBRANE LINER INTO THE COHESIVE SOIL LINER OF PHASE 1 CELL 2, CONNECTING BOTH THE GCL AND GEOMEMBRANE LINER TO THE GCL AND GEOMEMBRBANE LINER IN PHASE 2 CELL 6, AND ANCHORING BOTH THE GCL AND

GEOMEMBRANE LINER ALONG THE TOP OF THE WEST SLOPE.

7. PLACE 6-INCH-THICK LAYER OF DRAINAGE SAND ACROSS THE CELL FLOOR.

8. INSTALL 8-OZ. NONWOVEN GEOTEXTILE ABOVE DRAINAGE SAND ON THE CELL FLOOR.

9. PLACE 12-INCH-THICK LAYER OF PROTECTIVE COVER ABOVE THE GEOMEMBRANE LINER ON THE SIDE SLOPES OR ABOVE

THE GEOTEXTILE ON THE FLOOR OF THE CELL.

DESIGN NOTES

1. SOIL MATERIALS, INCLUDING GENERAL FILL SHALL BE EXCAVATED AND HAULED FROM ONSITE BORROW SOURCES WITHIN

AND SURROUNDING THE PROJECT AREA. THE CONTRACTOR SHALL TAKE CARE NOT TO OVER-EXCAVATE ANY AREAS.

EXCAVATION GRADING SHALL MEET THE TOLERANCES PRESENTED IN SECTION 02200 OF THE SPECIFICATIONS. THE CONTRACTOR SHALL HAUL MATERIALS DIRECTLY TO PHASE 2 CELL 7 OR DIRECTLY TO STOCKPILE AND AVOID DOUBLE

HANDLING MATERIALS WHENEVER POSSIBLE.

2. ONSITE SOIL MAY BE USED AS GENERAL FILL FOR GENERAL RAISES IN GRADE TO ACHIEVE SUBGRADE ELEVATIONS WITHIN

PHASE 2 CELL 7 AND ACHIEVE DESIGN GRADES ELSEWHERE.

3. GEOSYNTHETIC CLAY LINER (GCL) TO BE INSTALLED ACROSS THE ENTIRE CELL WILL BE SUPPLIED BY THE OWNER (SEE

SPECIFICATION SECTION 02072).

4. HDPE GEOMEMBRANE TO BE INSTALLED ACROSS THE ENTIRE CELL SHALL BE 60-MIL TEXTURED HDPE AND WILL BE

SUPPLIED BY THE OWNER (SEE SPECIFICATION SECTION 02070).

5. DRAINAGE SAND TO BE PLACED ABOVE THE GEOMEMBRANE LINER ACROSS THE FLOOR OF THE CELL WILL BE SUPPLIED BY THE OWNER AND MADE AVAILABLE IN STOCKPILES IN CLOSE PROXIMITY TO THE PROJECT AREA. THE DRAINAGE SAND MATERIAL SHALL HAVE A COEFFICIENT OF PERMEABILITY EQUAL TO OR GREATER THAN 1.0 X 10-2 CM/SEC AND BE PLACED IN A 6-INCH-THICK LAYER MEETING THE TOLERANCES AND ALL OTHER REQUIREMENTS SPECIFIED IN SECTION 02600 OF THE

SPECIFICATIONS.
