About this file
This document is an Addendum No. 1 for the Chaffee County Landfill Phase 2 Cell 7 Construction project in Salida, Colorado, issued by Sanborn, Head & Associates, Inc. The addendum includes the pre-bid meeting agenda and minutes from a virtual meeting held on March 31, 2025. The project involves the purchase, shipment, and installation of geosynthetics for a new 6.6-acre landfill disposal cell, including a geosynthetic clay liner, geomembrane, and turf reinforcement mat. Key dates include the bid question period ending on April 1, 2025, at 5:00 PM MDT, bids due on April 7, 2025, at 5:00 PM MDT, and a substantial completion date of August 1, 2025. The pre-bid meeting was conducted virtually via Microsoft Teams, with attendees from Chaffee County, Sanborn Head & Associates, and various potential bidders.
The project scope specifies that Chaffee County will handle all earthwork and surveying, while the contractor will be responsible for geosynthetic materials and installation. No bid bond is required, but a performance and payment bond will be needed upon contract award. The contractor will stage equipment north of Cell 6 and work during daylight hours, with typical site personnel hours from 6 AM to 4:30 PM. Weekly construction progress meetings will be held, with the exact timing to be determined at the pre-construction meeting. The construction drawings are under review by CDPHE, with approval expected by the end of April. The project involves connecting the new cell to existing Phase 2 Cell 6 and Phase 1 Cell 2, with specific requirements for anchor trenches, liner terminations, and geosynthetic connections.

2. A summary of the project scope was reviewed. The bid is specific to geosynthetic purchase, shipment, and/or installation. Chaffee County will perform all earthwork and surveying for the project.
3. The project schedule was reviewed and is provided below:
Milestone Date Pre-bid Meeting March 31, 2025 End of Bid Question Period April 1, 2025, 5:00 PM MDT Answers Posted April 3, 2025, 5:00 PM MDT Bids Due April 7, 2025, 5:00 PM MDT RFP Review and Evaluation/Interviews April 8, 2025, through April 14, 2025 Recommendation to Commissioners April 15, 2025 Negotiation of Proposal & Award of Contract April 21, 2025 Notice to Proceed April 22, 2025 Substantial Completion August 1, 2025
4. A question was asked about the start date for the geosynthetics installation. The subgrade preparation should be completed by the end of April. Geosynthetics installation will begin no sooner than May after interface shear testing is completed. An earlier timeline will be an important evaluation criterion for the County.
5. Major components of the project were discussed, including line items on the Schedule of Values (Bid Form) and the general requirements for each. The bullets of the requirements discussed can be found in the Pre-Bid Meeting Agenda or additional details can be found in the Bid Item Definitions and/or in the Technical Specifications.
Below are some questions that were asked during this section of the meeting:
• A question was asked about the anchor trench line item and what it includes. The contractor should include any additional equipment or labor associated with installation of the geosynthetics in the anchor trench, such as coordination with the County. The County will perform the excavation and backfilling of the anchor trench.
• A similar question was asked about the liner tie-ins. Chaffee County will be responsible for excavation and backfill of the tie-in locations. For Phase 1 Cell 2, Chaffee County will be responsible for excavation and backfilling of the anchor trench. For Phase 2 Cell 6, the County will excavate to expose the existing liner system and place the sand, geotextile, and protective cover over the completed connection. The Contractor will be responsible for cleaning off the geosynthetics and installing the GCL and geomembrane.
• Another question was asked about the quantities of material to be ordered. To compare the bids fairly, the bidders should bid the quantities provided in the Schedule of Values (bid form) as they are. Once the project is awarded, the selected contractor will provide a panel layout and order quantities to the Engineer prior to ordering to confirm the correct quantities.

6. Sanborn Head reviewed the bid documents, which included going over the structure the bidders should use for preparing their bid. It was also identified to the bidders that if they wish to change the contract in any way, they need to submit a markup of the contract as a part of their bid. It was pointed out that there are notes on Sheet 1 of the Construction Drawing’s that indicates that the County is purchasing geosynthetics. Since the finalization of these drawings the County has reversed that decision, and the bid item definitions should be followed for this bid. Below are some additional questions that were asked during this section of the meeting:
• A contractor asked if a bid bond is required. This project does not require a bid bond.
• A question was asked if the performance and payment (P&P) bond is required to be submitted with the bid or does the cost just need to be included. Only the cost of the bond will be required with the bids. The selected contractor will be required to submit the bond upon contract award.
7. Some general site items were then discussed. Generally, working hours are during daylight. The landfill typically has personnel onsite 6 AM – 4:30 PM, but the contractor can stay later if required. The staging area will be north of Cell 6. CB radios or cell phones are the recommended method of communication. The contractor is responsible for protecting all existing infrastructure, such as monitoring wells and gas probes, and will be responsible for repairing any damage caused during construction. Weekly construction progress meetings will be held at the site, but the number of meetings will depend on the geosynthetics installation schedule, and the exact day will be determined at the pre-construction meeting. It was noted that these construction drawings are under review by CDPHE, and approval is expected to be received by the end of April.
8. The pre-bid meeting concluded at about 2:30 PM.
