About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) has released a Request for Proposals (RFP FWC 24/25-39) for migrating the existing Land Management Information System (LMIS) database modules and customized Esri add-in tools from ArcMap to ArcGIS Pro, with subsequent technical support. The procurement specifically targets the migration of two key modules: Area Manager's Tool (AMT) and TechStaff, including associated components such as deployment packages, sync services, web applications, and web query pages. Deliverables include updated user guides and a complete migration of existing database modules to the new ArcGIS Pro environment. The evaluation criteria are comprehensive, with points allocated across relevant experience (35 points), technical understanding (20 points), project approach/methodology (20 points), qualifications (15 points), and cost (10 points). Bidders must score at least 60 points to be considered for award. Sealed responses are due by December 30, 2024, at 3:30 PM ET, with questions from potential bidders due by December 3, 2024. The initial contract term runs from the award date until June 30, 2025, with the possibility of up to three additional one-year renewals.
The RFP encourages participation from Certified Minority-owned, Woman-owned, and Service-Disabled Veteran Business Enterprises. The current infrastructure utilizes ArcMap 10.8.x and ArcGIS Pro 3.2.x, with Microsoft hosted Azure DevOps as the repository. AECOM (which acquired URS Corporation) holds the existing contract for SaMP module migration and technical support through June 30, 2025, separate from this scope of work. The Commission has allocated an estimated budget of $180,000 for the project, with $51,000 designated for the initial year and $30,000-$50,000 for each potential renewal year, contingent on annual budget appropriations. Pricing must be submitted as a fixed price for the ArcMap to ArcGIS Pro conversions and an hourly fee schedule for subsequent technical support. All work performed will become the property of FWC, with contractors prohibited from copyrighting or offering the programming to other entities. The migration work is expected to be completed within six months of the purchase order issuance, with the potential for remote work, though occasional on-premise meetings or training may be required.
