About this file

This is a user manual for the WMA Land Management Information System (LMIS) Area Manager's Tools Version 2.4, prepared by AECOM for the Florida Fish and Wildlife Conservation Commission (FWC) in September 2017. The manual provides comprehensive instructions for using the Area Managers ArcMap Extension v.2.3.14 and 2.4, which supports the management of data associated with objective-based vegetation management (OBVM) on FWC lands. The system is designed to contain vegetation monitoring data, provide statistical summarization, and compare information with defined management objectives to support management decisions, assess plant community conditions, and evaluate land management activity effectiveness.

The manual details the functionality of the LMIS toolbar in ArcMap, including features for entering and editing land management activity records, digitizing affected areas, importing geographic features, managing follow-up activities, and synchronizing with a central database repository. It provides step-by-step instructions for data entry workflows, explains how to use tools for browsing OBVM data, and includes guidance on importing GPS data and other datasets. The documentation is organized into four main sections covering introduction, functionality overview, adding/editing records, and data browsing aids, with extensive screenshots and detailed explanations of each feature.

Section 1: Introduction c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 1-1

1. Introduction

The Florida Fish and Wildlife Conservation Commission (FWC) has contracted with URS Corporation Southern to design and develop a system to support the management of data associated with an objective-based vegetation management (OBVM) approach to resource management on FWC lands. This data management system will contain information on vegetation monitoring data, provide statistical summarization of these data, and compare this information with defined management objectives, in order to provide FWC

Area Managers with data to support management decisions, to assess the conditions of plant communities, and to assess the effectiveness of land management activities on the plant community structure.

This document presents instructions on using the Area Managers ArcMap Extension v. 2.3.14 and 2.4, released in the first half of

2017.

3.1.3 Step 3: Area Affected by Activity

In Step 3, you are prompted to enter the area affected by the activity. You accomplish this by:

• Digitizing a polygon on the map (Figure 3-5) (This can be done in conjunction with importing.)

• Digitizing a point or a line on the map and entering the Buffer Distance to apply. The point or line you digitize will be buffered in all directions by the distance specified to convert it to a polygon. (This can be done in conjunction with importing or digitizing polygons.

• Importing polygons from other datasets (Section 3.1.3.2) (This can be done in conjunction with digitizing.)

• Selecting from a list of management units within your selected WMA/WEA (3.1.3.3) (This can only be done by itself, that is, you cannot both digitize a polygon and select a management unit).

Note: when importing or digitizing the affected area, if the coordinate system has not been set for the active data frame, the system will assume that the data being entered is in the standard Florida Geographic Data Library Albers projection. If this assumption is incorrect, you must take care to assign the appropriate coordinate system in the data frame properties.

c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-5

3.1.3.1 Digitizing Features

To digitize the activity, select the Digitize/Import tab and use the Digitize tool located on the main toolbar.

• Pan/zoom the map to the general area of the affected area

• Choose the Geometry Type to digitize

• If you choose point or line, choose the

Buffer Distance to use when buffering the point or line to a polygon

• Select the Digitize/Import tab

• Select the tool from the toolbar (it will be selected by default when you enter this step)

• If you are digitizing a polygon, click around the map to draw the boundary of the area that represents the affected area, and double-click to enter the last point of the boundary.

• If you are digitizing a line, click around the map to draw the line to be buffered, and double-click to enter the last point of the line

• If you are digitizing a point, click once on the map.

If you wish to enter multiple areas for one activity record, repeat the steps above. Each individual shape will be represented on the map and in the table of shapes shown on the Digitize tab. If you make a mistake and want to re-digitize the shape, you can delete the shape by clicking the Delete button on the table of shapes shown on the Digitize/Import tab.

Figure 3-5: Digitizing or Importing Area Affected by Activity c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-6

3.1.3.2 Importing Features

Importing features allows you to copy the geographic boundary of the affected area from any other polygon dataset, including ones generated by

GPS units. To import features from other layers shown on the map,

▪ Load the layer in the map (if it’s not already there)

▪ Select the layer containing the features you wish to import from the Import From drop-down list (Figure 3-6)

▪ If you want to only import certain features from the layer, select the feature(s) from the layer using the ArcMap select features functionality, and choose the Selected Features option. If you want to import all features from the other layer, select the All

Features option. Note: either option can import features that are not currently displayed on the map.

▪ Click the Import button.

▪ If the feature class you are importing from contains points or lines, you will be prompted to enter the buffer distance and units

(Figure 3-7).

The imported features will appear in the list of shapes, just as if they had been digitized on screen (Figure

3-8).

Figure 3-8: Imported Features in List c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-7

3.1.3.3 Selecting Management Units

3.1.4 Step 3: Data Specific to Activity Type and Purpose

The type of activity you choose, along with the purpose(s) you choose, define the data prompts on the next screen. For example, if you choose Chemical activity type, the system will prompt you to enter the chemicals and adjuvant used, along with other data pertinent to chemical treatment activities. If you choose Exotic plant control as one of the purposes of the activity, the system will also prompt you to enter the targeted exotic species.

Figure 3-9: Selecting Management Units c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-8

Some activity types will prompt you for more information than can fit on a single screen, so pay attention to the scrollbar on the right side of the form. It will indicate if there are more data entry fields accessible by scrolling (using the scrollbar) down.

Note that the Target

Species table is presented in Figure

3-10 because

“Exotic Plant

Control” was chosen as one of the purposes in Step 2.

Figure 3-10: Record Activity Data

(Note: this screen will differ based on Activity Type and/or Purpose.)

c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-9

If the activity type includes documents, a browse button will be displayed for the document (Figure 3-11).

Figure 3-11: Attaching Documents

To attach a document:

▪ Click the Browse button

▪ Select the type of document to attach

▪ Browse to the folder containing the document

▪ Select the document

▪ Click Open

Note: your local database will only store the path to the document, and not the actual document. If you move or rename the document, you must edit the record to correct the file path and name. When you export data to the central repository, your document will be automatically copied into the export file and the document will be stored in the central database.

Figure 3-12: Attach File Dialog c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-10

Another method for entering the affected area is to simply select the management unit from the list shown on the Select Management

Unit tab (Figure 3-9). Note: this option is only available if no features have been digitized or imported. To select from the management units list:

• If any features have been imported or digitized, delete them

• Activate the Select Manage Units tab

• Click the row header of the row that contains the affected management unit

• To select a range of management units, hold down the shift key while clicking

• To select individual management units, hold down the control key

Click the Next button to proceed to the next step.

3.1.5 Digitizing Associated Geographic Features of an Activity

The final screen of the wizard presents you with the option to digitize or import other points, lines or polygons that represent other geographic features associated with the activity record. For example, you could import GPS points that represent the culverts added under a road for a hydrologic manipulation project, or a track line for a firebreak added during a mechanical treatment.

Digitizing these features is done using the same tool used for digitizing the overall area affected by the activity. Depending on whether you have the Points, Lines or Polygons tab activated, you will be digitizing a point, line or polygon.

c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-11

• To digitize a point, select the Points tab and the digitize tool . Click one or more points on the map.

• To digitize a line, select the Lines tab and the digitize tool . Click once on the map to start the line. Single-click again on the map to add a vertex to the line. Double-click to finish the line.

• To digitize a polygon, select the Polygons tab and the digitize tool . Click once on the map to start the polygon boundary.

Single-click again on the map to add a vertex to the polygon (you must add at least three, including the first and last). Double-click to finish the polygon.

When you have finished digitizing the point, line or polygon, the feature will appear in the table (Figure 3-13). You can enter a description for the feature in the table.

Figure 3-13: Associated Geographic Features c:\users\david.nicholson\appdata\local\microsoft\windows\inetcache\content.outlook\wvqxn55i\usermanual.docx 3-12

3.1.5.1 Importing Associated Geographic Features

Similar to importing the affected area, importing other features allows you to copy the geographic features from any other point, line or polygon dataset, including ones generated by GPS units. To import features from other layers shown on the map,

▪ Load the layer in the map (if it’s not already there)

▪ Select from the drop down menu the layer to import from

▪ If you want to only import certain features from the other layer, select the feature(s) from the layer using the ArcMap select features functionality, and choose the Selected Features option. If you want to import all features from the other layer, select the All features option. Note: either option can import features that are not currently displayed on the map.

▪ Click the Import button.

▪ You will be prompted to select a field to use to use for the description of the feature(s) being imported (Figure 3-8). This is optional, and you can add or edit feature descriptions for imported features just as you can for digitized features.

3.1.6 Finishing

When you are satisfied that you have entered all of the information correctly, click the Finish button. The system will ask you whether you want to add another. Click Yes to restart the wizard for the entry of a new record, or No to end data entry.

3.2 Follow-Up Activities

As described in Section 3.1.1, you have the option to enter follow-up activities when entering land management activities. You can view these follow-up activities by selecting Follow-Up Activities from the Edit Land Management

Activities menu (Figure 3-15).

The Follow-Up Activities dialog will open (Figure 3-16), listing (by default) the open activities for your WMA/WEA. You can use the filter options to filter by

WMA/WEA, type, activity date, due date, and description.

To update a follow-up activity, select it and click the Edit button. In the Edit Follow-Up Activity screen (Figure 3-17), you can close the activity, change the dates, or delete the activity altogether. To close the activity

(mark it complete), click the Closed checkbox. The Closed date will default to the current date; change it if you need to. Click the Save button to save the activity.

3.3 Editing Existing Activity Records

The application includes the ability to edit the data and spatial extent of previously entered land management activity records.

▪ Select Edit Existing Record from the Edit Land Management Activities menu

(Figure 3-18).

A list of the records available for editing will be displayed (Figure 3-19). The list can be filtered by Management Unit, activity type, or activity start date to narrow down the possible choices.

To edit an activity record:

▪ Use the Filter by Management Unit, Filter by date from/to and/or Filter by type options to narrow down the list of activities.

▪ Click on the column headers to sort the activities by type or date.

▪ Select a row from the list by clicking on the row header. The area affected by that activity will be shown on the map.

▪ To edit the selected record, click the Edit button.

▪ To delete the selected record, click the Delete button and respond to the confirmation dialog that will appear. Note that deletes occur immediately and cannot be undone by then hitting the Cancel button. However, records can be undeleted by a system administrator.

▪ To dismiss the form, click the Cancel button.

After you click the Edit button, the Edit Activity Wizard will start. The behavior of the Edit Activity Wizard is almost identical to the

Add Activity Wizard, except that you cannot change the activity type, and all controls displayed on the form are pre-loaded with the data previously entered for that activity.

When editing the shape of the management activity, the entire area must be deleted and reentered. If you wish to keep the existing shape, skip step 4 without making any changes. If you wish to add to the existing shape, use the digitize feature option to enter additional polygons.

Regardless of the option originally chosen for entering the shape when the record was first created, the Edit Activity Wizard treats the shape as if it had been a user-digitized feature. This allows for a consistent storage mechanism of the data across multiple records. To change the shape:

▪ Activate the Digitize tab

▪ Delete the existing shape record

▪ Re-enter the shape using the Digitize, Select Management Units or Import functionality described above for adding records

3.4 Data Synchronization with Central Repository

Periodically, you must synchronize the data from your local copy of the database with the central repository.

To sync, select Synchronize with Central Database from the Edit Land Management Activities menu.

4. OBVM Data Browsing Aids

The application also includes tools to assist you in browsing activity and monitoring data provided in a set of ArcMap layer files and templates.

4.1 Load LMIS Layers

You may be provided with a set of standard LMIS layers as ArcMap layer files. The system will look for these in a folder titled

“GIS_LAYERS” in the installation directory (default C:\WMA Land Management Information System). You can quickly access these by selecting the icon from the toolbar. A dialog will appear listing the available layers. Check the layers you want to load and click

OK.

4.2 Synchronize Zoom Button

You may be provided with ArcMap documents that display multiple maps of the same geographic extent with different methods of symbolizing the summarized results of vegetation monitoring data. The Synchronize Zoom button aids you in browsing these “multi-map” documents (Figure 4-2).

▪ Pan or zoom one of the maps,

▪ Click the synchronize button to set the extents of all other maps in the document to match the extent of the currently focused map. Figure 4-2

4.3 Reset Zoom Button

After you pan or zoom one of the maps, you can click the Reset Zoom button to reset the extents of all maps to the default area-wide extent. You can change the setting by selecting the Set FWC Area option from the main OBVM menu. Note that on first usage of this function, your system will not have a record of your FWC Area, and will automatically prompt you to select your area or sub-area

(see Section 2.2).
