About this opportunity
Lake Mountain School District is requesting competitive Design-Build proposals for a new approximately 25,000 square foot pre-engineered steel institutional facility serving as a centralized district operations center, with proposals due June 29, 2026 at 4:00 PM Mountain Time and award anticipated July 7, 2026.
Design-Build teams must consist of a general contracting firm partnered with licensed architectural and engineering sub-consultants and must demonstrate a minimum of 10 years of relevant professional experience plus successful completion of at least three commercial office or public institution facilities of 20,000 or more square feet within the past ten years. All vendors must hold valid State of Utah Contractors Licenses and provide current business licenses and proof of liability and workers' compensation insurance coverage.
The facility comprises approximately 6,800 square feet of specialized industrial spaces (print and production shop), 8,000 square feet of administrative and support workspaces, and 9,000 square feet of public assembly and community services spaces, with supporting infrastructure including a 300-stall asphalt parking lot, two fleet service canopies accommodating 60 buses, a dedicated driver training area, perimeter security fencing, and an integrated IP surveillance network. The scope includes all civil engineering, architectural design, structural engineering, utility extensions, permitting, procurement, and complete construction services with single-point responsibility.
The project site is a seven-acre undeveloped parcel (Utah County Parcel No. 66:290:0008) owned by the District. Construction is anticipated to commence October 15, 2026, with substantial completion targeted for June 2027. Final stamped construction documents and permitting packages are due October 15, 2026.
Proposals are evaluated on a 100-point rubric: demonstrated expertise in high-efficiency utilities and institutional facilities (25 points), integrated team dynamics and Design-Build experience (20 points), efficiency of proposed schedule (15 points), references and past performance (10 points), and turnkey cost and value pricing (30 points). Cost responses are evaluated separately, with the lowest-cost responsive vendor receiving 100 percent of total cost points.
All bid responses must include a bid bond equal to 5% of the total bid amount; the successful contractor will be required to provide a performance bond equal to 100% of the contract price. Written questions are due June 24, 2026. The contract is governed by Utah Code Annotated Section 63G-6a and Administrative Code R33, with compliance required for anti-boycott provisions, restricted foreign entities requirements, and forced labor prohibitions.
