About this file
This document contains Schedules A and B from a Request for Proposal (RFP) issued by Lake Mountain School District in Utah for Design-Build Services to construct a new approximately 25,000 square foot pre-engineered steel institutional facility. The RFP seeks turnkey civil engineering, architectural design, structural engineering, utility extension, permitting, procurement, and complete construction services for a facility to serve as a centralized district operations and institutional center. The project site comprises approximately seven acres located within Utah County Parcel No. 66:290:0008, currently owned by the District and undeveloped. The RFP closing date is Monday, June 29, 2026 at 4:00 PM Mountain Time. Construction is anticipated to commence on October 15, 2026 and achieve substantial completion by June 2027. The selected Design-Build team will provide single-point responsibility for all aspects of design and construction, including utility extensions, site development, building construction, and commissioning under a single contract.
Schedule B outlines specific evaluation criteria for responsive proposals, requiring submission of a bid bond equal to 5% of the total bid amount as mandated by Utah Procurement Code 63G-6a-1102 (applicable to bids exceeding $50,000), with a performance bond of 100% of the contract price required from the successful vendor per 63G-6a-1103. Proposals must demonstrate expertise in high-efficiency utilities and institutional facilities through resumes of the Lead Architect, Principal MEP Engineer, and Construction Site Superintendent, along with a summary of strategies to maximize facility life-cycle efficiency and manage specialized loads such as print shop exhaust/drainage and data center cooling. Proposals must also evidence proven Design-Build experience delivering projects on time and within budget, feasibility of the proposed schedule, and references from at least three commercial office or public institution facilities of 20,000+ square feet completed within the past ten years demonstrating unified design-build delivery.
