About this opportunity

The Illinois Department of Innovation and Technology is requesting proposals for a Laboratory Information Management System on behalf of the Illinois Department of Agriculture, with proposals due July 24, 2026, and a non-mandatory pre-submission conference scheduled for June 24, 2026, at 10:00 AM via WebEx. The procurement is subject to a 6 percent Business Enterprise Program (BEP) goal for subcontracting with women, minority, and disability-owned businesses, and vendors must submit a completed BEP Utilization Plan to remain responsive.

The scope encompasses design, configuration, testing, user training, deployment, and five-year ongoing maintenance and support for a cloud-hosted LIMS replacing a Microsoft Access-based system. The IDOA Pesticide Laboratory processes approximately 400 samples annually and requires integration with HPLC/UV-vis, gas chromatographs, liquid chromatographs, mass spectrometers, autotitrators, balances, and automated sample processors. The proposed solution must be SaaS-based, hosted in a Tier II equivalent cloud facility within the contiguous United States, integrate with the State's Okta identity and access management system via SAML or OIDC protocols, maintain SOC 2 Type 2 security certification, and comply with ISO/IEC 17025 standards. Vendors must complete a Commitment to Diversity assessment and submit an Active Vendor Disclosure and experience documentation detailing relevant Laboratory Information Management System and state government projects with client references.

The evaluation methodology allocates 800 points for proposed solution, 200 points for demonstration, 200 points for commitment to diversity, and 240 points for price, totaling 1440 points. The top three offerors scoring a minimum of 70 percent on combined technical and diversity criteria proceed to demonstrations and price evaluation. The initial contract term is five years with an option to renew for up to an additional five years, not to exceed ten years total. The project is anticipated to be partially or wholly federally funded. Questions are due two weeks after publication, with answers posted three weeks after publication. Oral presentations are scheduled four weeks after proposal opening, with anticipated notice of award at six weeks post-opening. All work must commence only after full contract execution; no billable work is permitted prior to execution.
