The procurement encompasses removal and salvage of four existing 4-box PAPI light housing assemblies and two 2-box PAPI assemblies, three power control units with concrete foundation removal, approximately 545 linear feet of existing conductor, and installation of new infrastructure including two L-880A(L) 4-box LED PAPI units, two L-881A(L) 2-box LED PAPI units, three 2 KVA step-down transformers, 600V fused disconnects, four junction cans, approximately 1,165 linear feet of 5KV underground cable, 1,055 linear feet of interconnect cables, and 1,045 linear feet of conduit, with all components requiring flight testing and certification. The project must be completed within 28 calendar days total (14 days per sequential work area), with work on Runway 3-21 safety areas conducted during scheduled nighttime closures between 9 PM and 6 AM, requiring 72 hours advance notice to the airport. Qualified bidders must maintain current Federal, State, and local licenses and permits, comply with Americans with Disabilities Act and Equal Employment Opportunity requirements, possess prevailing wage compliance certification, and demonstrate experience with FAA-compliant airfield lighting installation and certification. Bidders are required to submit a non-mandatory pre-bid conference attendance on Wednesday, January 21, 2026, at 11:00 am Arizona time at 7000 Flightline Drive, Kingman, Arizona; submit questions through the OpenGov procurement portal by 5:00 pm Arizona time on Monday, January 26, 2026; and submit sealed bids electronically through the City of Kingman's OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman by 11:00 am Arizona time on Monday, February 9, 2026, with public bid opening and results posted to the portal thereafter. Award will be made to the lowest responsible, responsive bidder based on total cost using minimum quantities and ability to meet stated delivery dates, with the contract commencement of billable work contingent upon receipt of a purchase order or written direction from the City.
The City of Kingman applies preference in purchasing pursuant to City of Kingman Procurement Code Section CC 2-349, which provides advantages to resident bidders and Arizona-manufactured goods in cases of identical offers; however, no specific set-asides for disadvantaged enterprises, women-owned businesses, or minority-owned businesses are identified in the solicitation. Bidders must submit a 10 percent bid guarantee in the form of an unconditional certified check, cashier's check, or bid bond payable to the City of Kingman, and the successful contractor must provide performance and payment bonds equal to 100 percent of the contract amount. Required submissions include a New Vendor Application or Vendor Verification Form, W-9 Form, IFB Signature Page, References, Contractor's Qualification Statement (if applicable), Equal Employment Opportunity documentation, proof of City business license (if applicable), bid guarantee documentation, and acknowledgment of all addenda, along with all required Federal, State, and local licenses and permits. Insurance requirements include General Liability ($1,000,000 per occurrence, $3,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Worker's Compensation coverage, with proof of insurance required prior to contract execution. The project is funded through ADOT Grant No. E2S4U01C and does not allow price increases due to cost escalation on unit bid items; no specific budget range or award value is listed in the solicitation documents, though pricing must be firm for City acceptance and include all applicable Transaction Privilege Tax (TPT). Liquidated damages of $1,000 per calendar day are assessed for failure to complete work within the 28 calendar days, and all LED light fixtures must include a minimum four-year manufacturer warranty from the date of installation.
