About this file

This is a specification and contract document for the City of Kingman, Arizona's Invitation for Bids (IFB) 2025-IFB-033 for the PAPI Replacement Project at Kingman Municipal Airport. The project involves the replacement of existing Precision Approach Path Indicators (PAPIs) for both Runway 3-21 and Runway 17-35, including removal and salvage of existing PAPI light housing assemblies, power control units (PCUs), transformers, cables, and conduit, along with the installation of new LED PAPI systems, step-down transformers, frangible strut racks on concrete pads, and associated electrical infrastructure. The work encompasses 16 line items including removal of existing 4-box and 2-box PAPI assemblies, removal of existing conductors and concrete foundations, installation of new transformers and disconnect switches, installation of 1,165 linear feet of L-824 Type C 5kV cable, 1,055 linear feet of interconnect cables, 490 linear feet of single-way 2-inch conduit, 555 linear feet of multiple-way 2-inch conduit, installation of four junction cans, and installation of new LED PAPI units with controllers. Bidders must submit sealed bids electronically through the City of Kingman's OpenGov procurement portal by 11:00 am Arizona time on Monday, February 9, 2026, with questions due by 5:00 pm Arizona time on Monday, January 26, 2026. A pre-bid conference is required and will be held at a date and time to be specified in the advertisement. The project is funded through ADOT Grant No. E2S4U01C and is expected to be completed within a total contract time of 28 calendar days, consisting of two sequential work areas with 14 calendar days allocated for each area. The contract includes liquidated damages of $1,000 per calendar day for failure to complete work on time.

Bidders must submit a 10 percent bid guarantee in the form of a bid bond, and the successful contractor must provide performance and payment bonds equal to 100 percent of the contract amount, along with comprehensive insurance certificates including general liability ($1,000,000 each occurrence, $3,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation coverage. All work must comply with prevailing wage requirements and Arizona state employment regulations, including compliance with A.R.S. Sections 34-241, 34-301, 34-302, and 41-4401 regarding contractor licensing and immigrant worker verification. The contract includes extensive Construction Safety and Phasing Plan (CSPP) requirements per FAA Advisory Circular 150/5370-2, specifying that work must be coordinated with airport operations, maintain aircraft safety as the primary consideration, include barricading and lighting of work areas, and restrict operations to designated staging areas and haul routes. Mobilization costs are capped at 10 percent of the total project cost. The specifications incorporate multiple FAA technical standards and advisory circulars, require manufacturer certifications for all electrical equipment and materials, mandate testing of all installed cable systems with insulation resistance values not less than 100 megohms, and specify that LED light fixtures must include a minimum four-year manufacturer warranty from the date of installation. The City of Kingman reserves the right to reject any bid not in compliance with solicitation procedures and requirements, and award is expected within 120 calendar days of the bid opening date. No contract renewal options are specified; the contract term is limited to the 28-calendar-day construction period plus warranty obligations extending one year from final acceptance.
