About this opportunity
Granite School District in Salt Lake County, Utah is issuing a Request for Proposals (RFP AL26-016) for a K-12 Keyboarding Digital Platform to provide comprehensive keyboarding instruction and assessment services to elementary students in grades K-5, with an anticipated enrollment of approximately 20,864 students. The procured solution must be a web-based, vendor-hosted Software-as-a-Service (SaaS) platform that includes a robust library of self-paced keyboarding lessons for all grade levels, timed pre- and post-assessments aligned to grade levels, evidence-based instructional approaches, 24/7 access for students and staff, compatibility with Chromebooks and Windows devices, and Clever roster integration for automated student data management. Key deliverables include the ability to export assessment scores and activity completion status, administrative reporting capabilities by school, class, and district level, customer support during school hours, and full platform operationalization by August 1, 2026. The evaluation criteria allocate 70 percent to technical requirements (50 points maximum) across five categories—Content Requirements (30 points), Logistic Requirements (15 points), Technical Requirements (10 points), Training Requirements (5 points), and Implementation Requirements (10 points)—and 30 percent to cost evaluation (100 points maximum), with cost points awarded based on a formula favoring the lowest proposer and eliminating bids exceeding 200 percent of the lowest price. Questions regarding the RFP are due April 15, 2026, with proposals due by April 30, 2026, followed by evaluation May 1-15, 2026, Board of Education contract award scheduled for June 2, 2026, and contract negotiations completing by June 28, 2026. The initial contract term is one year with the option for year-to-year renewal for up to four additional years at the District's discretion and by mutual agreement.
This procurement contains no identified set-aside designations or restrictions limiting responses to disadvantaged or minority-owned enterprises, and no incumbent vendors or current contractors are specified in the available documentation. However, all respondents must comply with significant contractual and regulatory requirements, including execution of the National Data Privacy Agreement (NDPA) Version 2.1 developed by the Student Data Privacy Consortium to protect student personally identifiable information in compliance with FERPA, PPRA, and COPPA; compliance with Utah Code 63G-6a-1203 establishing prohibited contract provisions and governmental immunity protections; adherence to Granite School District's Standard Information Technology Terms and Conditions requiring substantial insurance coverage (Workers' Compensation, $1,000,000/$3,000,000 Commercial General Liability per occurrence/aggregate, and $5,000,000 Cyber Security Coverage for SaaS offerings), E-Verify employment verification, Federal Criminal Background Checks if accessing students, and data encryption standards (minimum 128-bit key encryption for data stored in U.S. data centers). The cost proposal must include separate line items for vendor-hosted SaaS licensing costs for all five contract years based on the 20,864 student enrollment, with first-year costs covering maintenance and support, plus distinct pricing for maintenance/support in years two through five and separate training and implementation costs, with all prices guaranteed for one year and any subsequent adjustments requiring 30 days' notice. No specific award value or budget range is disclosed in the RFP documentation, with vendor pricing determining the ultimate contract value subject to the District's evaluation and negotiation process.
