About this opportunity
The Oregon Department of Aviation is issuing Invitation to Bid S-10900-00015987 for runway and taxiway surface seal work at Joseph State Airport in Union County, Oregon. This public improvement construction contract encompasses comprehensive pavement rehabilitation services including crack sealing (3,579 linear feet), asphalt concrete patching for wide crack repair (1,461 linear feet), standard seal coat application (46,878 square yards), slurry seal Type 1 application (15,833 square yards), and pavement marking removal and installation (10,953 and 11,015 square feet respectively) on Runway 15-33, Taxiway A with connectors A1-A5, and associated apron areas. The work must be completed within 18 consecutive calendar days of the Notice to Proceed, anticipated for July 2026, divided into three phases: Phase 1 (crack sealing and AC patching, 11 calendar days with 1 day runway closure), Phase 2 (surface seal, 5 calendar days with 2 days runway closure), and Phase 3 (pavement marking, 2 calendar days with 1 day runway closure), with substantial completion required within 18 calendar days and final completion within 30 calendar days thereafter. Essential qualifications include Oregon Construction Contractors Board (CCB) registration prior to bidding, performance and payment bonds equal to the full contract amount, public liability insurance with $1,000,000 combined single-limit coverage, and workers' compensation insurance in compliance with Oregon statutes. The contractor must perform at least 25 percent of the work with their own organization, maintain compliance with FAA safety procedures and standards, and coordinate closely with the airport and engineer to minimize operational disruption. A voluntary pre-bid conference is scheduled for March 17, 2026, at 10:00 AM via Microsoft Teams, with bid submissions required through the OregonBuys electronic procurement system by April 1, 2026, at 2:00 PM Pacific Daylight Time, and liquidated damages of $3,000 per calendar day apply for failure to meet the substantial completion deadline.
No set-aside designations for disadvantaged enterprises or minority-owned businesses are specified in the procurement documents. The contract requires compliance with Oregon prevailing wage rates effective January 5, 2026, as amended February 18, 2026, for BOLI Region 13 (Wallowa County), as well as federal Davis-Bacon Act rates, with contractors required to pay the higher of the two wage standards. All subcontractors must maintain CCB registration before commencing work, and comprehensive insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), and Excess/Umbrella Liability ($5,000,000), with the State of Oregon and Oregon Department of Aviation listed as additional insureds. All work is subject to federal Davis-Bacon requirements, Buy American provisions, and civil rights compliance regulations. The project is funded through Airport Improvement Program (A.I.P) No. 3-41-0092-015-2025, consisting of 5 percent state funds and 95 percent federal funds, with an estimated total project cost range of $545,000 to $613,000 for bonding purposes; bidders must provide 10 percent bid security, and 5 percent retainage will be withheld from progress payments with optional escrow account arrangements available.
