About this file
This is a pre-bid meeting agenda for the Joseph State Airport Runway, Taxiway & Apron Surface Seal Project issued by the Oregon Department of Aviation (ODAV) in partnership with the engineering firm Century West Engineering. The project involves comprehensive pavement rehabilitation services including minor sealing and asphalt concrete patching of wide cracks on Runway 15-33, Taxiway A with connectors A1-A5, and associated apron areas; seal coat surface seal application; slurry surface seal installation; and pavement markings on designated surfaces. The voluntary pre-bid conference was held on March 17, 2026, at 10:00 AM via Microsoft Teams, with bid submissions required by April 1, 2026, at 2:00 PM through the Oregon Buys electronic procurement system. The project is structured in three phases with an 18-calendar-day completion requirement for substantial completion and 30 calendar days thereafter for final completion, with Phase 1 (crack sealing and patching) estimated at 11 days, Phase 2 (surface seal) at 5 days, and Phase 3 (pavement markings) at 2 days. Construction staking will be performed by the contractor using established control monuments, and all work must comply with airport safety and security protocols outlined in the project specifications.
The project is funded through the Federal Aviation Administration Airport Improvement Program (A.I.P. 3-41-0092-015-2025), consisting of 95 percent federal funding and 5 percent state funding, with an estimated total project cost range of $545,000 to $613,000. The award will be made to the lowest responsible and responsive bidder based on the base bid items in Attachment A, Form A-2, with liquidated damages of $3,000 per calendar day assessed for failure to meet substantial completion deadlines. The contractor must pay prevailing wage rates as the higher of either Davis-Bacon Wages or Oregon BOLI Prevailing Wages for Region 13 (Wallowa County), with rates included in the bid documents. Disadvantaged Business Enterprise (DBE) requirements previously applicable to federally funded projects have been suspended pending implementation of revised federal regulations, though ODAV maintains a nondiscrimination policy and encourages participation by all qualifying firms. Contractors must obtain a 10 percent bid security, maintain Oregon Construction Contractors Board (CCB) registration, secure performance and payment bonds equal to the full contract amount, carry public liability insurance with $1,000,000 combined single-limit coverage, and comply with all airport security and construction safety requirements including submission of a Safety Plan Compliance Document and proposed completion schedule five days prior to the pre-construction conference.
