About this opportunity
The Massachusetts Trial Court is procuring audiovisual system upgrade services for the John Adams Courthouse located at 1 Pemberton Square, Boston, Massachusetts, through an open market sealed bid solicitation (Open Market Bid #BD-26-1107-FREG5-ACCOU-125915) posted on the COMMBUYS platform. The scope of work encompasses converting all audio systems to digital, upgrading video and production systems, and implementing technology to support hybrid hearings across the Seven Justice Courtroom, Single Justice Courtroom, conference suite, attorney waiting room, and backend infrastructure. The deliverables include installation of Biamp Tesira DSP systems, Crestron control systems, 12G-SDI video routing, AVoIP distribution, Dante audio networking, 4K cameras (including four Panasonic PTZ cameras), microphone systems, projectors, displays, and associated control interfaces, along with comprehensive as-built documentation in AutoCAD or Revit formats, technical and operating manuals, equipment inventory spreadsheets, three rounds of preventive maintenance visits within the first year at no charge, and training for Judicial Information Services technical staff, Suffolk Law School personnel, and court operations staff. Required qualifications include audiovisual contractor certification with contractor personnel possessing valid CTS certification at minimum, with the lead engineer holding CTS-D and/or CTS-I certification from AVIXA, and all personnel must undergo CORI background checks through the Massachusetts Trial Court Security Department at least seven working days before site access. The project timeline specifies a pre-bid conference and site visit on March 19, 2026, at 10:00 a.m., with written questions due by March 24, 2026, and responses distributed by March 27, 2026; sealed electronic bids are due April 3, 2026, at 2:00 p.m. through www.commbuys.com, with on-site implementation beginning May 14, 2026, and substantial completion required by July 31, 2026. Proposals must include itemized equipment lists with manufacturer and model numbers, evidence of manufacturer authorization letters for all major products, a CPM-based timeline identifying critical path items and long-lead equipment, subcontractor information with detailed cost breakdowns, operator and maintenance training syllabi, and demonstration of commitment to system integration, customer support, implementation, and maintenance.
The procurement is not subject to any identified set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organization types; however, all contractors and subcontractors are subject to Massachusetts General Law Chapter 149, sections 44A-J, and prevailing wage requirements established by the Massachusetts Department of Labor Standards, with wage rates effective February 27, 2026, varying significantly by trade classification and union affiliation, ranging from approximately $37.53 for drawbridge operators to $126.02 for plumbers and gasfitters, and all contractors must submit weekly payroll reports and statements of compliance. The project incorporates existing infrastructure including Biamp Tesira DSP hardware (updated in 2025), network amplifiers, and an NEC MT1065 projector, all of which are functional and scheduled for reuse, with the mandatory engagement of Joe Patten (Sound Investment LLC) as the DSP programmer with no exceptions permitted, and integration with Judicial Information Services systems and CourtSmart server infrastructure. A separate cabling contractor will provide cable installation, termination, and testing labor; Judicial Information Services will provide, install, and configure network switches; and the demolition contractor will remove cabling only, with the AV contractor bearing responsibility for equipment removal, rack demolition, millwork modifications, carpentry, painting, and all internal AV system integration. The project budget is estimated at $499,000.00 including all alternates, with a bid deposit requirement of not less than five percent of the greatest possible bid amount and a payment bond equal to fifty percent of the total contract price required from the selected contractor; insurance requirements include Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory Massachusetts limits.
