About this file

This is Addendum No. 1 to the John Adams Courthouse Audio Visual Upgrade Project issued by the Massachusetts Trial Court for a comprehensive AV system renovation at 1 Pemberton Square, Boston, MA 02108. The project involves upgrading audio-visual infrastructure across two courtrooms and ancillary spaces, including installation of new Biamp Tesira DSP systems, Crestron control systems, 12G-SDI video routing, AVoIP distribution, Dante audio networking, microphone and camera systems, projectors, displays, and associated control interfaces. On-site implementation is scheduled to begin May 14, 2026, with substantial completion required by July 31, 2026, allowing approximately 11 weeks for installation and commissioning. Equipment must be available within 30 days of contract award, with the proposal deadline set for April 3, 2026. The project includes mandatory engagement of Joe Patten (Sound Investment LLC) as the DSP programmer with no exceptions permitted. Training is required for Judicial Information Services technical staff, Suffolk Law School personnel, and court operations staff, with separate sessions anticipated for each constituent group. Prevailing wage rates apply to all labor classifications, and monthly progress payments are required with 5 percent retainage.

The bid deposit requirement is not less than five percent of the greatest possible bid amount, with bonds acceptable as an alternative. A payment bond equal to 50 percent of the total contract price is required from the selected contractor. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory Massachusetts limits. The project is not subject to sales tax, with the Owner providing ST-2 and ST-5C tax exemption forms to the selected contractor. Significant portions of the scope are divided among multiple contractors: a separate cabling contractor will provide cable installation, termination, and testing labor; Judicial Information Services will provide, install, and configure network switches and coordinate CourtSmart server integration; the demolition contractor will remove cabling only; and the AV contractor bears responsibility for equipment removal, rack demolition, millwork modifications, carpentry, painting, and all internal AV system integration. Existing equipment to be reused includes Biamp Tesira DSP hardware (updated in 2025), network amplifiers, and the NEC MT1065 projector, with condition assessments indicating all reusable equipment is functional. The specification requires detailed documentation including as-built drawings in AutoCAD or Revit formats, quarterly preventive maintenance for one year at no additional cost, and 24-hour equipment replacement turnaround during the warranty period.

ADDENDUM NO. 1

3/27/2026

JOHN ADAMS COURTHOUSE AUDIO VISUAL UPGRADE PROJECT

1 PEMBERTON SQUARE, BOSTON, MA 02108

TO: ALL BIDDERS

Bidders are hereby informed that Plans and Specifications for the above-referenced project are modified, corrected and/or supplemented by this Addendum No. 1 which shall become a part of the Contract Documents.

A. BIDDER’S QUESTIONS & RESPONSES:

1. Question: The Project Advertisement states, AV Vendors Bids to be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the

Massachusetts Trial Court. Is a bond acceptable?

Response: Yes, a bond is acceptable.

2. Question: The RFP narrative states on-site implementation begins May 14, 2026, and must be completed by July 31, 2026. This provides approximately 11 weeks for installation and commissioning. Given that the specification requires equipment availability within 30 days of contract award, and assuming contract award occurs shortly after the April 3 proposal deadline, can the Owner confirm:

a. Contract award date.

b. Notice to Proceed (NTP) date.

c. Whether May 14 is a hard start date or if earlier mobilization is permitted.

d. Whether July 31 is substantial completion or final acceptance with all punch list items cleared.

Response: The May 14 date is governed by the last sitting of the SJC for the year which occurs in the first week of May (4-8). Prior to the May on-site date, we anticipate the AV Contractor (AVC) will be producing submittals, ordering equipment and off-site assembling of the racks.

The first sitting of the new term is the first week of September.

Substantial completion is required by July 31, 2026, Punchlist completion, training and project closeout to occur prior to the first sitting in September.

3. Question: The 11-week installation window (May 14 - July 31) is aggressive for a project of this scope. What flexibility exists if long-lead equipment

(custom console, cameras, projector) delivery extends beyond the May

14 start date?

Response: The only custom products are the few wall plates. We ask that orders be placed as quickly as possible and that the AVC maintain a list of all equipment, anticipated arrival etc. as noted per the RFP.

The AVC will be responsible for providing sufficient labor to meet the deadlines.

For clarity, no equipment is going to be installed on May 14. The first week, at least, is demolition, cleaning and cabling. On site equipment delivery date to be coordinated during the project.

4. Question: Are there specific blackout dates when work cannot be performed due to court operations? Given that the Appeals Courts need to remain operational throughout the project (Section 2.3.A.1.e), what are the permissible work hours?

Response: The building is closed during certain holidays (Memorial Day, Juneteenth, Independence Day). At this time no other blackout days are scheduled.

Unless there is exceptionally noisy work, we do not anticipate issues with the Appeals Court.

5. Question: Please provide the allowed working hours, after-hours procedures, courtroom blackout periods, and any operational restrictions required to maintain court functionality during demolition, installation, cutover, and testing. Please also identify any dates/times when Courtroom One, Courtroom Two, or related systems cannot be taken offline.

Response: See above. Schedules will be coordinated after contract award.

6. Question: Section 3.1. ZZ requires CORI (Court Activity Record Information) background checks for all personnel. What is the typical turnaround time for CORI approval?

Response: The specification requires a minimum of seven (7) days’ notice prior to site access.

7. Question: The specification states Forms 1130 and 1130A are attached, but these were not included in the RFP package. Can these forms be provided?

Response: These are the CORI background check forms and will be provided after contract award. Do not submit personally identifiable information with your bid response.

8. Question: Are there specific security escort requirements during installation, or can approved personnel work independently once cleared?

Response: Personnel will be able to move freely between the relevant rooms. Any other access can be arranged as needed.

9. Question: What are the building access hours? Can after-hours work be scheduled if needed to meet the timeline, and what is the approval process?

Response: To be coordinated with the Court, assume normal daytime work hours.

10. Question: Are there loading dock restrictions or equipment delivery time windows?

Response: Deliveries to be coordinated after contract award.

11. Question: Will the Owner provide secure on-site storage for equipment and tools during the installation phase?

Response: There is limited storage, we will work with the Contractor to provide a secure area.

12. Question: The specification states "a majority of pathway is existing and can be reused." Can the Owner provide:

a. As-built drawings showing existing conduit pathways.

b. Conduit fill calculations or pathway capacity assessment.

c. Confirmation of pathway sizes and types

d. Locations where new pathways will be required.

Response: As-Built drawings of the current system will be made available after

Contract award. The existing system is all analog cabling; we will be using significantly less conduit capacity with the new digital system.

13. Question: Section 2.3.A indicates that demolition scope is provided by others. Who is the demolition contractor, and what is their schedule? How will coordination occur?

Response: The AV Contractor will be asked to remove and turn over (or remove for reinstallation) any AV equipment that is still installed, including but not limited to all equipment in the racks, cameras and microphones along with other devices in the courtrooms and/or ancillary rooms. The AVC will be responsible for removal of the racks.

The cabling/demolition contract has not been awarded yet. They will remove cabling only. All hardware of value is to be removed by the AV

Contractor. We will coordinate between the contractors at project meetings and on-site. Close cooperation and coordination is desired.

14. Question: Which existing equipment will be reused? The specification mentions:

a. Biamp Tesira DSP hardware (Courtroom One - updated a year ago)

b. Biamp Tesira Server IO units (2 units in backend)

18. Question: Please confirm whether all loudspeakers shown or referenced in the contract documents—including courtroom, gallery, foyer, interpreter, conference suite, and attorney waiting room speakers—are

Owner‑Furnished Equipment (OFE), and whether the AV Contractor is responsible only for installation, wiring, and commissioning of these OFE speakers. If any speakers are not OFE, please identify the required furnished‑by party.

Response: All speakers are OFE. AV Contractor is responsible for connecting to appropriate amp and work with the DSP programmer for room tuning.

19. Question: Are existing rack locations remaining the same, or will new rack locations be required? What are the floor loading capacities for rack locations?

Response: The current location of the racks was reviewed during the pre-bid access. See drawings for location.

20. Question: What is the existing HVAC capacity in the control room? Will the consolidation from three racks to two and addition of new equipment require HVAC upgrades?

Response: Refer to the bid document specification and drawings.

21. Question: Section 1.1.D states "Labor to install, terminate and test all cabling will be provided by others under a separate contract." What is their scope exactly? Does this include:

a. Pulling cable only

b. Terminating to patch panels

c. Testing and certification

d. Data drop installation at device locations
