The evaluation will be points-based across four criteria: Qualifications and Experience of the Firm (40 points), Qualifications and Experience of the Team (35 points), Method of Approach and Available Resources (20 points), and Subcontractor Selection Plan (5 points). Key submission details include a pre-submittal conference on October 7, 2022, with statements of qualifications due on October 20, 2022, at 2:00 PM local Arizona time. Contractors must demonstrate expertise in water system construction, compliance with federal, state, and local regulations, and the ability to respond to emergency situations.

The procurement includes specific provisions for Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation, with the city maintaining a 12% aspirational goal for DBE involvement through race and gender-neutral methods. Contractors must comply with DBE program requirements, including conducting outreach efforts, actively soliciting DBE proposals, and reporting subcontractor payments monthly. The contract term is one year with four one-year renewal options, and the estimated first-year budget is $10,000,000. Contractors are required to have appropriate Arizona contractor licenses and must pay wages at the highest of the City of Tucson minimum wage, Arizona state minimum wage, or prevailing wage requirements. The services will be requested on an as-needed basis, and the contracts are neither exclusive nor a commitment that contractor services will definitely be required. Potential contractors must provide detailed project references and demonstrate capability to handle various water system infrastructure projects across Pima County and the City of Tucson jurisdictions.
