About this file

This Special Provisions document outlines modifications to the general conditions and standard specifications for the City of Tucson Water Department's Job Order Contract for main replacement services. The provisions establish payment restrictions, contractor responsibilities, and technical requirements for water main installation projects. Key service areas include parking provision and maintenance for all construction workers, noise control compliance with City of Tucson Code Chapter 16 Article IV Section 16-31, landscaping removal and restoration to original condition for all areas impacted by water main and service connection installation, earthwork procedures requiring 48-hour advance notification to the City Electric Shop before excavation near street lights or within 35 feet of traffic signals, and drainage way crossing procedures that minimize physical alterations and restore original drainage flow characteristics. The contractor shall bear all costs for damage to city electrical facilities, traffic signals, street lighting, or loop detectors resulting from construction activities.

The Special Provisions establish that payment shall not be made for rejected materials, wasted materials not in accordance with contract documents, defective work not accepted by the agency, material remaining unloaded on transport vehicles, or material remaining after project completion. Final payment applies only to products incorporated into the work, with partial payments for remaining products reverting to the contractor and being deducted from final payment. Additionally, controlled low strength material (CLSM) may only be used as bedding material when specified on project drawings and in accordance with Tucson Water Standard Specifications and Details as modified by these special provisions. All parking, noise control, landscaping restoration, electrical coordination, and related costs shall be included in the contractor's bid price per linear foot for furnishing and installing new water mains.
