About this file

This is a Special Provisions document for the City of Tucson Water Department's Job Order Contract for main replacement services in Arizona. The document modifies the general conditions and standard specifications governing contractor performance for water system installation and repair work, including excavation, pipe installation, landscape restoration, and related infrastructure activities. The contract modifications establish specific requirements for contractor conduct, including provisions for payment restrictions, parking area maintenance for all construction workers, noise control compliance with City of Tucson Code Chapter 16 Article IV Section 16-31, and mandatory landscaping restoration to original condition for all areas impacted by water main, service connection, and private plumbing installations. Additional modifications address earthwork requirements, including mandatory 48-hour advance notification to the City Electric Shop before excavating near street lights or within 35 feet of traffic signals, contractor liability for damage to city electrical facilities and loop detectors, minimization of alterations to existing drainage courses, and restrictions on the use of Controlled Low Strength Material (CLSM) as bedding material unless specified on project drawings and in accordance with Tucson Water Standard Specifications.

The Special Provisions further restrict payment to contractors for loading, hauling, and disposing of rejected materials; wasted or improperly disposed materials; rejected loads; materials not unloaded from transport vehicles; defective unaccepted work; and materials remaining on hand after project completion. Final payment is made only for products incorporated into completed work, with partial payments for remaining products reverting to the contractor and deducted from final payment. All costs associated with parking, noise control, and landscaping restoration must be included in the cost per linear foot bid for furnishing and installing new water mains, ensuring that these requirements do not generate separate billing or cost adjustments to the City of Tucson.
