About this opportunity

The City of Orlando is issuing RFP26-0159 for Job Order Contracting Services, seeking to award two separate contracts for repair, remodeling, and construction projects including electrical, plumbing, HVAC, masonry, stucco, concrete, building repairs, roof repairs, and structural repairs work. Respondents must be Florida General Contractors with a minimum of five years of active business experience in repair and construction projects, having completed at least three projects valued at $100,000 or more each, and must maintain a local office within one hundred miles of Orlando. Individual job orders will not exceed $527,670, with an estimated annual expenditure not exceeding $6,500,000 per contract, and each contract will have an initial thirty-six-month term with options for two additional twelve-month renewal periods for a cumulative maximum of sixty months. Pricing will be determined using unit prices from RS Means Facilities Construction Cost Data localized for the Orlando area, multiplied by contractor-proposed coefficients for standard hours (Factor A at 80% weight) and non-standard hours (Factor B at 20% weight), with these multiplier factors remaining firm throughout the contract term. Evaluation will be allocated as follows: 43 points for proposer experience, 25 points for financial stability and equipment capability, 2 points for Veteran Business Enterprise participation, and 30 points for price proposal. The non-mandatory pre-bid teleconference is scheduled for February 12, 2026 at 10:00 a.m. via Microsoft Teams, with written questions due by February 19, 2026 at 5:00 p.m. local time, and sealed proposals must be submitted electronically through OpenGov by 2:00 p.m. local time on March 5, 2026, with public opening via Zoom on the same date.

A $50,000 bid bond is mandatory, with performance and payment bonds required for individual job orders exceeding $200,000. The solicitation does not identify specific set-asides for disadvantaged enterprises, though two points are available for Veteran Business Enterprise participation. Living wage requirements of $15.00 per hour apply to covered service contractors when City expenditures exceed $100,000 annually. No incumbent vendors or current contractors are specified in the available documentation. Award of contracts exceeding $100,000 is subject to City Council approval. All procurement documents are available exclusively through the City of Orlando's e-procurement portal at https://procurement.opengov.com/portal/orlando at no registration cost, and respondents should direct inquiries to Silvia Coste, Senior Purchasing Agent, at silvia.coste@orlando.gov or (407) 246-2216.
