This is a Request for Proposals issued by the City of Orlando, Florida, Procurement and Contracts Division for Job Order Contracting Services. The City seeks to award two separate contracts to qualified, licensed General Contractors to perform various repair, remodeling, and construction projects, including electrical, plumbing, HVAC, masonry, stucco, concrete, building repairs, roof repairs, structural repairs, and related construction services. Individual job orders will not exceed $527,670 in value, with an estimated annual expenditure not exceeding $6,500,000 per contract. A non-mandatory pre-bid teleconference is scheduled for February 12, 2026 at 10:00 a.m. via Microsoft Teams. Written questions from respondents must be received by February 19, 2026 at 5:00 p.m. local time. Sealed proposals must be submitted electronically through the City's OpenGov portal by 2:00 p.m. local time on March 5, 2026, with public opening via Zoom on the same date. Each awarded contract will have an initial thirty-six-month term with options for two additional twelve-month renewal periods, for a cumulative maximum of sixty months.
Pricing will be based on unit prices from the latest RS Means Facilities Construction Cost Data, localized for the Orlando area, multiplied by contractor-proposed multiplier coefficients for standard work hours (Factor A, weighted at 80 percent) and non-standard work hours (Factor B, weighted at 20 percent); these multiplier factors must remain firm throughout the contract term and any renewal periods. Evaluation criteria allocate 43 points for proposer experience, 25 points for financial stability and equipment capability, 2 points for Veteran Business Enterprise participation, and 30 points for price proposal. A mandatory $50,000 bid bond is required at proposal submission, with performance and payment bonds required for individual job orders exceeding $200,000. Respondents must be Florida-licensed General Contractors with a minimum of five years of active business experience in repair and construction projects, having completed at least three projects valued at $100,000 or more each, and must maintain a local office within one hundred miles of Orlando. Living wage requirements of $15.00 per hour apply to covered service contractors when City expenditures exceed $100,000 annually. Contracts exceeding $100,000 require City Council approval for award. No set-asides for disadvantaged enterprises are specified beyond the two available points for Veteran Business Enterprise participation. No incumbent contractors are identified in the solicitation documents.

The work performed under this Contract can include several different disciplines for one job order.
Work will originate from the City’s Facilities Management Division. An Annual Contract will be awarded, and Individual Job Orders will be placed as work is required.
The individual job orders may be for construction, renovations, maintenance and/or repair work. Individual job orders will be valued at less than $527,670.00 each. It is estimated that the annual expenditure for each contract will not exceed $6,500,000.00.
Jobs will be awarded on the basis of “unit prices” for specific tasks that are established by R.S. Means, which includes material, labor and equipment costs for those tasks, taking into account the material and labor price variations in different parts of the country. This section should be copied, with an explanation given for each item of how the firm meets the requirements. Documentation of each minimum qualification listed below must be submitted in the Proposal. By submitting a response to this RFP and addressing the following minimum qualifications, the Proposer ascertains that the firm meets these requirements.
5.1 Proposing firm must be licensed as a “General Contractor” by the State of Florida at the time of Proposal submission. A copy of license must be submitted in the Proposal.
5.2 The Proposer must provide a statement that the proposing firm, or the principals of the firm, has actively been in business performing repair, rehabilitation and construction projects for at least five (5) years. Include in this section the experience of the firm, or its principals, performing work under a job order service type contract.
5.3 Proposing firm must have completed a minimum of three (3) repair, rehabilitation and/or construction projects, totaling $100,000.00 or more per project. Examples of three such projects shall be included in the five (5) requested references to be submitted on the Reference Form (Attachment C).
5.4 Proposer shall have a local office/facility within one hundred miles of Orlando.` A statement giving the address, contact information, and manager of this facility shall be included in the Proposal.
6.0 SCOPE OF SERVICES AND TECHNICAL REQUIREMENTS:
As set forth in this RFP, Proposals shall conform to the scope of services and technical requirements as set forth herein.
The Contractor shall be prepared to provide various repair and remodeling jobs under a job order contract order system. One job order may include one or more types of trade, Procurement and Contracts Division Page: 11 including electrical, plumbing, carpentry, mechanical, masonry, stucco, concrete, building repair, and construction services. Tasks for each individual job order will be priced using the R.S. Means service. The Contractor will furnish all labor, materials, equipment, supplies, tools, vehicle and transportation services, utility services, and all incidentals needed to perform and complete each individual job/project. In a few cases, the City may furnish some equipment for a specific job as described in Section 6.9 “City Furnished Equipment and/or Materials” on page 15.
6.1 Licensing Requirements
Contractor must be registered or certified as a “General Contractor” by the State of Florida, Department of Professional Regulation, Construction Industries Licensing Board and licensed by other federal, state, regional, county or municipal agencies having jurisdiction over the specified construction work.
Licenses shall be in the Contractor’s name as it appears on the official Proposal Form. Contractor shall supply appropriate license numbers, with expiration dates, as part of the proposal. Failure to hold and provide proof of proper licensing, certification and registration may be grounds for rejection of the proposal.
Subcontractors contracted by the Prime Contractor shall be licensed in their respective fields to obtain construction permits from the City. Said license(s) must be in the name of the subcontractor.
The Contractor must, unless otherwise extended by the City, be required within fifteen (15) calendar days of award date, to provide any and all local, state, and federal licenses, approvals, permits, authorizations and/or certifications which would be applicable for all services to be rendered during the term of the contract, unless required to be submitted with the Proposal.
6.2 Laws and Regulations
All applicable Federal and State laws, municipal and county ordinances, and the rules and regulations of all authorities having jurisdiction over any part of the project shall apply to the solicitation and contract throughout, and they will be deemed to be included in the solicitations and contract the same as though herein written.
6.3 Professional Registration and Certification
The Contractor shall have ready access to professional services for architectural and engineering firms. These firms shall be registered to do business within the State of Florida. The possibility exists that unforeseen events or unexpected site conditions will require minor modifications to the completed minimum design that require proof of licensing (i.e. and Engineer’s stamp) for the modification.
The City estimates that only a minimal number of designs will require this type of modification. However, when such conditions do occur, the Contractor shall provide said proof for the discipline appropriate to the modification.
6.4 References
Procurement and Contracts Division Page: 12
Contractor must submit at least five (5) references of similar work performed under a job order services type contract in the past four (4) years. References shall be submitted on the form provided in this RFP as Attachment C, “References.” Each reference must clearly identify the owner’s name, contact person, address, phone number, and email. The contact person listed for each reference must be someone who has personal knowledge of the Contractor’s performance, not necessarily the Principal of the company who may or may not be able to answer specific performance-related questions. Also include the architect or engineer of record (if applicable), the date the project commenced and the date the project was completed. At least three of the references shall be for similar job order service contract projects that totaled at least $100,000.00 per project.
6.5 Project Order System
This section describes the chronological order of events that will normally take place to begin, carry out, and complete a typical project under the contract.
The City Representative will provide the Contractor with a brief outline of the scope of work involved for a project and request a quote from the Contractor.
The Contractor shall provide a more detailed scope and Unit Price Line Items taken from the R.S. Means catalog. Any as-built drawings (if required), plans, and any special requirements shall be obtained by the Contractor within 3 days of the notice to proceed. When applicable and requested by Facilities Management, projects estimated in value to exceed $25,000.00 shall be supported by plans and technical specifications, following the Construction Specifications Institute (CSI) format, or similar format.
The Contractor shall not refuse to submit a quotation nor refuse to perform any work, which falls within the project scope requested by the City under the contract. Any quotation submitted by the Contractor in response to a request from the Project Manager may be rejected by the City and an alternate delivery method selected.
The Contractor shall be available for a site visit with the Project Manager or other City Representative within three (3) days of receipt of the Request for Quotations Form. For projects valued between $1,000.00 and $24,999.00, the Contractor shall provide a quotation to the Project Manager within five (5) days from the date of the request; and for projects valued over $25,000.00, quotation shall be provided within ten (10) days.
The quotation shall list line items from the appropriate RS Means Cost Data, the “bare” Direct Cost (material + equipment + labor), the quantities required, the standard and non-standard “multipliers” (or coefficients) for the work, supported by the appropriate documentation. Cost shall reflect the correct multipliers for the City of Orlando.
The City’s representative may either agree with the detailed scope of work line items, (“units of work” line items) and the accompanying calculations submitted by the Contractor, or, may invite the Contractor to review the submitted quotation, and enter into negotiations to develop an agreed upon price fully
Procurement and Contracts Division Page: 13 supported by a complete price breakdown, in accordance with the terms of the contract.
Any future “change orders” to the scope of work already agreed upon, that substantially change the scope of work and/or the cost, must be mutually agreed upon, before Contractor is allowed to continue with the work. As per 218.755 Prompt processing of change orders.—For any contract for construction services entered into on or after July 1, 2025, if a local governmental entity receives from its contractor a price quote for a change order requested or issued by the local governmental entity for construction services, and the price quote conforms to all statutory requirements and contractual requirements for the project, the local governmental entity must approve or deny the price quote and send written notice of that decision to the contractor within 35 days after receipt of such quote. A denial notice must specify the alleged deficiencies in the price quote and the actions necessary to remedy those deficiencies. If the local governmental entity fails to provide the contractor with a notice in compliance with this section, the change order and price quote are deemed approved, and the local governmental entity must pay the contractor the amount stated in the price quote upon the completion of the change order. A contract between a local governmental entity and a contractor may not alter the local governmental entity’s duties under this section.
The City’s Representative will ensure project compliance and quality control for material and workmanship. Any material used shall automatically carry the manufacturer’s warranty, but the workmanship must be warranted for at least twelve (12) months (more in some cases as mutually agreed upon).
The Chief Procurement Officer or designee will issue a Purchase Order, incorporating the price for the work and the completion time for the Work. The Contractor shall commence work within five (5) days of the date of issuance of the Notice to Proceed from the City’s Representative.
THE CONTRACTOR IS WARNED THAT NO PAYMENT WILL BE
MADE FOR ANY WORK THAT IS NOT COVERED BY A DULY
EXECUTED PURCHASE ORDER FROM THE PROCUREMENT AND
CONTRACTS DIVISION.
6.6 Substitute Material and Equipment
Purchase Orders will be issued on the basis of material and equipment described in the drawings or specified in the Specifications issued by the City’s Representative, without consideration of possible substitute or "or-equal" items.
Whenever materials or equipment or patented processes are specified or described in the Specifications by naming a trade name, manufacturer, supplier or proprietary item or catalog number, the naming of the item is intended to establish the type, function and quality required and to establish a basis for the Proposal.
Substitute materials or equipment may be considered after a Purchase Order for the work is executed, if sufficient information is supplied by Contractor to allow
Procurement and Contracts Division Page: 14 the City’s Representative to evaluate the proposed substitution, unless the naming of the item is followed by words indicating that no substitution is permitted.
In the event that substitute materials or equipment are used and are less costly than the originally specified material or equipment, then the difference in cost of the item shall benefit the City and Contractor in equal proportions.
6.7 A. Pricing
Contractor must complete and submit the Cost Proposal Form, Attachment “C”, included herein. Job orders issued under the contract will be based on unit prices published in the latest R.S. Means Facilities Construction Cost Data reference for specific work tasks established for the Orlando area. In the enclosed Price Proposal Form, Contractors shall enter specific “Contractor’s Coefficients,” or “Multiplier Factors,” for standard work hours and non-standard, or overtime, work hours that will be used to determine the total cost of work to the City. These “multipliers” shall include all costs of work such as general overhead, sales taxes, profit, permits, design services, etc.
Any and all costs associated with individual job orders would be paid through the use of the RS Means unit prices, including professional services, permits, etc.
B. Bare Cost: After receiving Request for Quotation for a specific project, Contractor must determine detailed “tasks” that will be required to complete the project. For each of these tasks, using the most current R.S. Means catalog, and using the appropriate CSI Formatted Division and Line Number, Contractor shall obtain the “unit price” or the “bare cost” which will include the cost of material, equipment, and direct labor involved.
C. Direct Cost: These unit prices will need to be adjusted for Orlando, Fla., by obtaining the “city localizing factor” from the City Index in R.S. Means. The “bare costs” or “unit prices” multiplied by the city-localizing factor, multiplied by the number of units for each task, will give the Direct Cost for the project.
D. Multipliers and Cost of Work: Each Contractor will then use his/her own “multipliers” for both standard and non-standard work hours, and, multiplying the Direct Cost by the weighted multipliers, will give the final Cost of Work to the City, for the project.
Multipliers shall be effective for the Contract Performance Period and shall not be re-negotiated upon exercise of renewal options. Contractor’s Multipliers shall include the following:
• General administrative overhead including Engineer and Architect fees as needed.
• Fringe benefits.
• Sales Tax and Profit.
• Incidental drawings and other documentation required for permitting
• Transportation of material, equipment, tools, and mobilizing cost
Procurement and Contracts Division Page: 15
• Hand tools and related items.
• All indirect costs, i.e., insurance, waste, excess material purchase, etc.
• Indirect labor costs, i.e., company officers, support staff, superintendents, inspectors, project managers, estimators, administrators, buyers, etc.
• Any other reasonable costs that have been mutually agreed upon earlier between the City and the Contractor.
E. Costing Example: Assume that a project involves just two tasks: 1) Provide and install conduits for an electrical switch, and 2) Provide and install wiring to the switch. Using the R.S. Means catalog and the appropriate CSI formatted line numbers one may come up with two separate Unit Prices or, Bare Costs. These will include the bare material, bare labor and cost of any equipment used.
1. Bare Costs (from R.S. Means)
Task 1: Material = $4,602; Labor = $3,770; Equipment = none Task 2: Material = $2,496; Labor = $2,223; Equipment = none Total: $13,091
2. Direct Costs: Assume there are two switches to be installed, and assume that the City Localizing Factor for Orlando is 85.5%; Direct Costs:
$13,091 x 2 x 0.855 = $22,386.
3. Multipliers: Assume that for standard work hours, this particular
Contractor’s Multiplier (contractor’s coefficient, Factor A) is 1.40 and for non-standard work hours it is 1.70 (Factor B). Assume that 70% of the work is performed during standard work hours and 30% is performed during non-standard (or overtime) hours.
4. Cost of Work:
Factor A = $22,386 x 1.4 x 0.70 = $21,938 Factor B = $22,386 x 1.70 x 0.30 = $11,416 Total Cost of Work = $33,354
6.8 Scheduling Work
Before any of the work is initiated under an individual job order, the Contractor shall confer with the City’s Representative and agree on a sequence of procedure;
means of access of premises and building; space for storage of materials and equipment; task, materials and use of approaches; use of corridors, stairways, elevators, communications, the location of partitions, eating spaces, and restrooms for Contractor's employees and the like.
Furniture and portable office equipment in the immediate area shall be moved by the Contractor and replaced to original position upon completion of the work. If the work required by the Purchase Order will not allow furniture and portable office equipment to be replaced in its original position, new locations will be designated by the City’s Representative for replacement by the Contractor.
