About this file
This is an addendum to a Request for Proposals (RFP26-0159) issued by the City of Orlando's Procurement and Contracts Division for Job Order Contracting Services. The City seeks to award two separate contracts for repair, remodeling, and construction projects encompassing electrical, plumbing, HVAC, masonry, stucco, concrete, building repairs, roof repairs, and structural repairs work. Respondents must submit sealed proposals electronically via the OpenGov portal by 2:00 p.m. local time on Thursday, March 5, 2026. A non-mandatory pre-bid teleconference is scheduled for February 12, 2026 at 10:00 a.m. via Microsoft Teams, and written questions must be submitted by February 19, 2026 at 5:00 p.m. The City will conduct a public opening via Zoom on March 5, 2026. Each contract will have an initial thirty-six-month term with options for two additional twelve-month renewal periods, providing a cumulative maximum of sixty months. Individual job orders will not exceed $527,670, with estimated annual expenditures not exceeding $6,500,000 per contract.
Pricing is determined using unit prices from RS Means Facilities Construction Cost Data localized for the Orlando area, multiplied by contractor-proposed coefficients for standard hours (Factor A at 80% weight) and non-standard hours (Factor B at 20% weight), with these multipliers remaining firm throughout the contract term. Respondents must be Florida General Contractors with a minimum of five years of active business experience in repair and construction projects, having completed at least three projects valued at $100,000 or more each, and must maintain a local office within one hundred miles of Orlando. Evaluation criteria allocate 43 points for proposer experience, 25 points for financial stability and equipment capability, 2 points for Veteran Business Enterprise participation, and 30 points for price proposal. A $50,000 bid bond is mandatory, with performance and payment bonds required for individual job orders exceeding $200,000. Living wage requirements of $15.00 per hour apply to covered service contractors when City expenditures exceed $100,000 annually. Award of contracts exceeding $100,000 is subject to City Council approval. All procurement documents are available exclusively through the City of Orlando's e-procurement portal at https://procurement.opengov.com/portal/orlando at no registration cost.
