About this opportunity
The State of Utah Division of Purchasing and Division of Oil, Gas and Mining are seeking a contractor for the Dividend Phase 3 Project, a comprehensive mine reclamation construction effort located in Utah County. The procurement involves closing 48 abandoned precious and base metal mine openings, including 30 vertical shafts, 17 horizontal adits, and 1 inclined adit, with associated revegetation of disturbed areas. Contractors must perform backfilling (hand and machine methods), install rebar grates, construct rebar barricades, and complete site restoration, all within 40 calendar days after receiving the Notice to Proceed and no later than December 31, 2025. A mandatory pre-bid site visit is scheduled for October 15th, 2025, lasting approximately 4 hours and requiring high-clearance four-wheel-drive vehicles; vendors arriving even one minute late will be disqualified from bidding. To be eligible, contractors must hold a Utah E100 license and demonstrate capability to execute precise technical requirements including bat conservation protocols, cultural resource protection, and worker safety standards. The procurement will be awarded to the lowest cost responsive and responsible vendor, with an engineer's estimated contract value of $300,000.
The project does not explicitly indicate specific set-aside designations, but the documentation suggests openness to minority and woman-owned business enterprise participation. Vendors must certify they are not engaged in economic boycotts and comply with technological and background check standards. The contract is funded through Title IV of the Surface Mining Control and Reclamation Act, requiring compliance with federal regulations including an Applicant/Violator System (AVS) eligibility check. Contractors will need to provide comprehensive documentation including certified payrolls, safety plans, detailed site-specific closure strategies, and White-Nose Syndrome decontamination protocols. Bidders must submit precise, non-conditional bids through the U3P system, with the understanding that the award does not constitute a contract until a fully executed purchase order is completed. Potential contractors should be prepared for potential interviews, presentations, and background checks, particularly for work involving sensitive environmental restoration activities. The project allows for potential quantity variations, with the owner reserving the right to negotiate unit prices if they appear excessive.
