About this opportunity

The Nevada Highway Patrol, within the Nevada Department of Public Safety, is soliciting proposals under solicitation 65DPS-S4063 for janitorial services at two NHP substations, with proposals due December 2, 2026. Attendance at a site visit is mandatory for vendors to qualify to submit proposals. The visit was scheduled for November 4, 2026 at 0900 hours, and vendors must register by November 11, 2026 by emailing Kasen Cornmesser, Contract Manager, at k.cornmesser@dps.state.nv.us. The State Purchasing Division of the Department of Administration issued the related site visit and reference forms.

The sites are the Fernley Substation, approximately 1,920 usable square feet at 770 W. Main Street, Fernley, NV 89408, and the USA Parkway Substation, approximately 393 usable square feet at 1705 Peru Drive, Sparks, NV 89434. Cleaning occurs twice weekly, Monday through Friday between 8:00 a.m. and 5:00 p.m., with discretionary weekend work available in lieu of weekdays. Duties include HEPA vacuuming, trash removal, restroom cleaning and restocking, exterior glass cleaning, and floor care, plus monthly, quarterly, and semi-annual tasks such as window washing, hot water extraction carpet cleaning, and hard-floor stripping and waxing. The contractor supplies all cleaning supplies, materials, and specialty chemicals. Bleach-containing products and strong aroma cleaners are prohibited. Contractors must be insured and licensed to do business in Nevada and must pass a Department of Public Safety background check and fingerprinting at their own expense. A scheduled remodel of the USA Parkway Substation from December 25, 2026 through early September 2027 eliminates janitorial requirements at that location for that period.

Insurance minimums include Commercial General Liability with a $2 million general aggregate and $1 million per occurrence, Automobile Liability with a $1 million combined single limit, Workers' Compensation at statutory limits with $100,000 per-accident Employers' Liability, and a $50,000 fidelity bond or crime policy. Carriers must be A.M. Best-rated A- VII or better and licensed in Nevada, with ACORD certificates delivered before work begins. The vendor cost schedule has nine annual line items at varying frequencies and requires a per-line price plus an estimated total project value. The standard form contract, approved by the Nevada State Board of Examiners, runs on a July 1 to June 30 fiscal year, is governed by Nevada law, and carries exclusive jurisdiction in the First Judicial District Court in Carson City.

Vendors must submit Client Reference Forms from at least two current or past clients by December 2, 2026 at 0900 hours, with the solicitation number in the email subject line. Each reference rates vendor performance on thirteen criteria on a 0-10 scale. Completed questionnaires are confidential under Nevada Revised Statutes 333.020 and 333.333. Quotes are submitted through NevadaEPro in Pacific Standard Time and cannot be submitted after the closing time, even by one second.
