About this opportunity

The City of Dallas, through its Office of Procurement Services, is seeking a comprehensive janitorial services contract for Dallas Water Utilities (DWU) facilities. The Request for Bids (RFB) BD25-00029195 aims to establish a sixty-month Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement with five consecutive twelve-month pricing periods. Services will cover approximately 30 facilities, including water treatment plants, wastewater treatment facilities, and administrative buildings, requiring 24/7 operational cleaning capabilities. Contractors must provide all equipment, supplies, and personnel, utilizing environmentally certified green cleaning products that meet Green Seal standards and comply with strict environmental policy requirements. Key deliverables include routine cleaning tasks, day porter services, specialized cleaning assignments, and maintenance across various facility types with specific frequency-based work schedules. The pre-bid meeting was held on December 9, 2025, with written questions due by December 12, 2025, at 2:00 PM, and final solicitation submissions required by December 26, 2025, at 1:00 PM through the Bonfire online portal. Evaluation will focus on lowest responsive and responsible bidder, with mandatory requirements including comprehensive insurance coverage, environmental compliance, and detailed equipment and supply specifications.

The City of Dallas incorporates local preference provisions, allowing local firms with principal business locations in Dallas and who hire city residents to be considered for award if their bid is within 5 percent of the lowest bid for contracts under $500,000. The solicitation includes a Team Make-Up and Local Workforce Form (OPS-FRM-640) to capture subcontractor participation and local workforce demographics, with voluntary reporting unless specific federal Disadvantaged Business Enterprise (DBE) or state HUB requirements apply. Contractors must comply with a living wage requirement of $23.06 per hour for employees performing services under the contract. While specific contract value is not explicitly stated, the comprehensive nature of the services and the multi-year agreement suggests a significant procurement opportunity. Insurance requirements are stringent, mandating Workers' Compensation, Business Automobile Liability, and Commercial General Liability coverage with specific minimum limits. The City reserves the right to modify contract terms, award by group or in its entirety, and terminate for unsatisfactory performance, providing a flexible procurement approach that prioritizes local economic development and high-quality service delivery.
