About this opportunity
The Commonwealth of Massachusetts Executive Office of Public Safety & Security Military Division is requesting bids on road repaving at Otis Air National Guard Base under ITB SPBN262010, with bids due September 24, 2026 at 10:00 AM and a mandatory site visit on September 16, 2026 at 9:00 AM (arrival by 8:15 AM).
The base bid scope is repaving approximately 2,500 linear feet of an active arterial road (estimated 60,000 square feet / 6,667 square yards) with demolition and base preparation, installation of a heavy-duty 4.0-inch asphalt pavement system to support periodic heavy military vehicle loads using two-lift Superpave paving (2.0-inch binder course and 2.0-inch surface course), and thermoplastic striping compliant with MassDOT and MUTCD standards. An add-alternate option includes paving approximately 260 linear feet of existing gravel access road (693 square yards) with demolition of degraded asphalt, subgrade preparation, new asphalt paving, and shoulder backing. Contractors must submit a detailed Maintenance of Traffic plan prior to mobilization, conduct independent site measurements (government will not adjust contract values post-award), and provide all labor, supervision, materials, transportation, and specialized equipment. Work must comply with DoD Unified Facilities Criteria and UFGS specifications, with strict sole-source aquifer protection protocols, commercial spill kits, and stormwater controls. All personnel require Defense Biometric Identification System (DBIDS) credentials (applications due 14 business days prior to mobilization) and criminal background checks.
The estimated contract value is $385,000. A 5% bid bond is required for bids exceeding $50,000, and a payment bond of 50% of project cost is required. Prevailing wage rates established by the Department of Labor Standards apply; certified payroll submission is mandatory prior to progress or final payment. Construction Workforce Utilization Goals require 15.3% minority workers and 6.9% women workers. All employees must complete a 10-hour OSHA-approved construction safety and health course. Contractors must provide liability insurance naming the Commonwealth as additionally insured and submit a Non-Collusion Form, Massachusetts Tax Compliance Form, and Authorized Signatory Form. Questions are due September 18, 2026 at 10:00 AM. The apparent successful bidder will be notified September 25, with an estimated contract start date of September 30, 2026.
