About this file

This is an informational notice issued by the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements for federal facilities and commercial air travel. The notice informs contractors and individuals that effective May 7, 2025, federal agencies will only accept state-issued driver's licenses and identification cards that are REAL ID-compliant, identifiable by a star marking on the upper portion of the card. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are accepted as alternatives to REAL ID-compliant cards. Any individual seeking access to a Massachusetts National Guard facility without a REAL ID will be denied access. The requirement applies to all individuals 18 years and older planning to fly domestically or visit certain federal facilities. The notice references the REAL ID Act (H.R. 418), passed by Congress in 2005 in response to 9/11 Commission recommendations, which established minimum security standards for driver's license issuance and production.

The notice clarifies that REAL ID requirements apply only to official purposes as defined under the Act and do not restrict other uses of driver's licenses or identification cards unrelated to federal agency purposes. The document provides references to DHS resources for additional information regarding REAL ID compliance standards and implementation. The notice is particularly relevant to the associated road repaving project at Otis Air National Guard Base in Massachusetts, as contractor personnel and others requiring facility access will need to comply with these identification requirements beginning May 7, 2025.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
