REQUEST FOR PROPOSAL (RFP)
SOLICITATION NUMBER: SPBN262010
PROJECT TITLE: Road Repaving and Gravel Road Paving Construction LOCATION: Otis ANGB, Joint Base Cape Cod, MA
SECTION 1: GENERAL PROJECT INFORMATION
1.1 Project Objective
The 102d Civil Engineer Squadron (102 CES) is seeking competitive proposals from qualified heavy civil and paving contractors to perform road milling, subgrade stabilization, roadway construction, and thermoplastic striping on base roadways.
This solicitation is structured with a Base Bid and an Add-Alternate Option:
• Base Bid (Main Roadway): Repaving of approximately 2,500 linear feet of the main base artery road. This is a lower-traffic route but is subject to occasional heavy military utility, logistical, transport, and emergency vehicles. It requires a heavy-duty 4.0-inch pavement system to support these periodic heavy wheel-loads.
• Add-Alternate Option 1 (Gravel Road Paving): Construction of approximately 260 linear feet of new pavement over an existing gravel road. This gravel segment contains patches of degraded, existing asphalt that must be fully excavated, removed, and disposed of prior to new subgrade preparation.
1.2 Approximate Quantities & Contractor Verification Disclaimer
The estimated physical parameters for this contract are as follows:
• Base Bid (Main Roadway): Approximately 2,500 linear feet in length with an average width of 24 feet, generating an estimated total area of approximately 60,000 square feet (6,667 square yards).
• Add-Alternate Option 1 (Gravel Road): Approximately 260 linear feet in length with an average width of 24 feet, generating an estimated total area of approximately 6,240 square feet (693 square yards).
CRITICAL NOTICE TO OFFERORS: All distances, areas, dimensions, and measurements provided in this solicitation are approximate estimates. It is the sole responsibility of the contractor to conduct an on-site field investigation, perform independent measurements, and verify all physical site conditions, linear footage, slopes, elevations, and utility locations prior to submitting a final proposal. The Government will not adjust contract values post-award due to a contractor's failure to verify actual site dimensions.
SECTION 2: STATEMENT OF WORK (SOW) & TECHNICAL SCOPE
The Contractor shall provide all labor, supervision, materials, transportation, traffic controls, and specialized pavement equipment necessary to execute the project.
2.1 BASE BID: Main Roadway Repaving (Approx. 2,500 LF)
Phase I: Site Setup and Maintenance of Traffic (MOT)
1. Traffic Control Plan: The contractor shall submit a detailed Maintenance of Traffic (MOT) plan to the 102 CES Project Manager (PM) for approval prior to mobilization.
2. Lane Management: Because the road is a lower-traffic arterial route, the contractor may utilize alternating single-lane traffic configurations or full road closures with pre-approved detour routes to accelerate construction.
3. Safety Devices: All signage, barricades, and electronic message boards must comply with the Federal Highway Administration (FHWA) Manual on Uniform Traffic Control Devices (MUTCD), accessible online at: (https://mutcd.fhwa.dot.gov)
4. Emergency Vehicles: Uninterrupted emergency vehicle access must be maintained at all times.
Phase II: Asphalt Milling and Subgrade Prep
1. Asphalt Milling: Mill the existing deteriorated asphalt layer to a uniform depth of 4.0 inches across the entire project alignment.
https://mutcd.fhwa.dot.gov/
2. Debris Hauling: All milled asphalt debris (Reclaimed Asphalt Pavement / RAP) is the property of the contractor and must be hauled off-base and legally disposed of in accordance with environmental regulations.
3. Subgrade Inspection: Following milling, the contractor and the 102 CES PM shall visually inspect the exposed subgrade. Any localized subgrade soft spots or structural failures must be excavated, backfilled with clean gravel aggregate, compacted to 95% Modified Proctor density, and proof-rolled.
Phase III: Asphalt Concrete Paving (Heavy Loading Spec)
The new pavement structure must be installed in two distinct, high-durability lifts:
1. Tack Coat: Apply an emulsified asphalt tack coat to the prepped subgrade or milled interface to ensure a strong structural bond.
2. Binder Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Binder Course (Superpave intermediate mix, nominal maximum aggregate size of 19 mm or MassDOT equivalent).
3. Surface Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Surface/Wearing Course (Superpave surface mix, nominal maximum aggregate size of 12.5 mm or MassDOT equivalent), resulting in a total compacted HMA thickness of 4.0 inches.
4. Grading & Slopes: Establish a standard 2.0% crown or cross-slope to ensure rapid surface drainage and prevent hydroplaning or standing water.
Phase IV: High-Durability Markings
1. Cure Time: Allow the new asphalt surface to cure for a minimum of 7 to 14 days before applying permanent markings.
2. Temporary Paint: Apply temporary fast-drying waterborne reflective paint immediately after paving to maintain safe traffic flow.
3. Permanent Thermoplastic: Apply high-visibility, retroreflective thermoplastic markings in accordance with MassDOT and MUTCD standards. Striping tasks include:
o Double-solid yellow center lines (approximately 2,500 linear feet).
o White outer fog lines (approximately 5,000 linear feet).
o Solid white stop bars and directional arrows at intersections.
2.2 ADD-ALTERNATE OPTION 1: Gravel Road Paving (Approx. 260 LF)
Phase I: Asphalt Demolition & Excavation
1. Asphalt Removal: Locate, excavate, and break up all degraded asphalt patches embedded in the existing gravel roadway.
2. Disposal: All demolished asphalt material must be collected, loaded, hauled off-base, and legally disposed of by the contractor.
3. Rough Grading: Excavate and rough-grade the existing gravel base to accommodate a new 4.0-inch thick asphalt pavement profile while maintaining flush transitions to connecting roadways.
Phase II: Subgrade Compaction & Base Prep
1. Base Assessment: Proof-roll the existing gravel base using a minimum 10-ton vibratory roller to identify soft spots.
2. Compaction: Compact the gravel subgrade base to a minimum of 95% Modified Proctor density. Ensure the base has proper pitch (1.5% to 2.0% cross-slope) to shed water off the roadway surface.
3. Stabilization: Apply a bituminous prime coat over the prepared gravel base prior to laying asphalt to prevent base moisture migration.
Phase III: Asphalt Paving (Heavy Loading Spec)
The road paving must match the heavy-duty two-lift roadway specification:
1. Binder Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Binder Course (Superpave intermediate mix, nominal maximum aggregate size of 19 mm or MassDOT equivalent).
2. Surface Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Surface/Wearing Course (Superpave surface mix, nominal maximum aggregate size of 12.5 mm or MassDOT equivalent), resulting in a total compacted asphalt depth of
4.0 inches.
3. Shoulder Backing: Install compacted dense gravel shoulder backing (minimum 12 inches wide) along the uncurbed edges of the new road to prevent edge-cracking and wheel-drop hazards.
Phase IV: Markings
1. Permanent Thermoplastic: Striping tasks for this segment include solid white outer fog lines (approximately 520 linear feet) and double-yellow center lines (approximately 260 linear feet) to match MUTCD guidelines.
