About this opportunity

The City of Portland, Oregon Bureau of Transportation is requesting bids on metal street light poles under ITB #00002447, with bids due November 8, 2024, at 4:00 p.m. PST; the due date was extended from November 1, 2024 by Addendum No. 2 released October 11, 2024.

A 5% Buy Oregon Preference applies to goods fabricated or processed entirely in Oregon, with an additional 5% preference available to qualifying resident bidders headquartered in Oregon. Reciprocal preference applies to out-of-state bidders based on preferences granted in their home states.

The scope covers supply of cobra-head street light poles in aluminum and steel, with heights ranging from 25 to 40 feet, arm lengths from 4 to 15 feet, and bolt circles from 11 to 13.5 inches. The City typically orders quantities of 10–20 units but occasionally places single-pole orders. All poles must comply with the 2020 City of Portland Standard Construction Specifications, Section 00962 (Metal Illumination and Traffic Signal Supports), which references AASHTO and ISO standards. Poles are supplied without anchor bolts, which the City procures separately. Delivery is FOB Origin, Freight Prepay and Add to 3150 North Mississippi Avenue, Portland, Oregon 97227, with estimated lead time of three calendar days. Pricing covers thirty-one line items with per-unit pricing on a firm basis for the first six months; adjustments may occur every six months thereafter.

The estimated annual spending is between $100,000 and $250,000 over a five-year price agreement. The City reserves the right to make multiple awards to lowest responsive and responsible bidders and may award by individual line item. Proposals must be submitted electronically through BuySpeed. Successful bidders must hold General Commercial Liability and Automobile Liability insurance of not less than $2,000,000 each and execute the contract within twenty days of award. Bidders must be certified as Equal Employment Opportunity Employers, comply with the City's Equal Benefits Program, and obtain a City of Portland business license tax account number and State of Oregon business registration prior to contract execution. Payment terms are Net 30 days via electronic funds transfer. Bid prices remain firm for 90 days from opening.

Addendum No. 3, released November 5, 2024, replaced Exhibit C—Pricing Schedule Rev 2 with Rev 3, removing 15-foot aluminum arms and adding 15-foot steel arms.
