About this file

This is an addendum to an Invitation to Bid (ITB) issued by the City of Portland, Oregon, through its Procurement Services division under City Operations. ITB No. 00002447 seeks suppliers for metal street light poles. Bids are due November 1, 2024, by 4:00 pm. The addendum clarifies specifications and responds to bidder inquiries regarding ordering practices, product specifications, and pricing methodology. The City typically orders poles in quantities of 10-20 units with varying specifications based on operational needs, though single-pole orders occasionally occur. All poles must be supplied without anchor bolts, which the City will procure separately. Metal street light pole designs must comply with the 2020 City of Portland Standard Construction Specifications, specifically Section 00962 - Metal Illumination and Traffic Signal Supports, which references applicable design requirements, standards, and codes including AASHTO and ISO standards.

Pricing terms have been modified to FOB Origin, Freight Prepay & Add, allowing bidders to quote pole prices as if picked up from their facility, with actual freight costs added to invoices upon delivery. This approach accommodates the City's variable purchasing patterns, ranging from individual poles to multiple units. The revision replaces the original Exhibit C - Pricing Schedule with Exhibit C - Pricing Schedule Rev 1, which is available through BuySpeed attachments. The addendum clarifies that bidders should submit pricing for quantities ranging from one to 100 poles, with freight charges to be calculated separately based on actual delivery circumstances.

Inquiries received:

1. Q: Hello – I’m not sure what we are trying to accomplish here? You want us to bid this for orders of qty

1? The price for 1 pole vs 2 or 3 is significant, several hundreds of $$ different. Or we could just bid everything plus freight? Qty breaks are still the way to go but taking freight out of the equation would help.

• A: Generally we order poles in order quantities of 10-20 with a variety of shapes and sizes (different bolt circles, heights, slot openings, etc.) depending on the need under the assumption that freight costs are reduced. We would do the same with this contract. I think bidding a single pole is okay, but it is correct that total price will be somewhat inflated if shipped individually.

Considering the freight issue and that we sometimes buy 1 pole to be delivered, and we sometimes buy 20 different poles to be delivered, I think it’s ok to change the freight terms to FOB Origin, Freight Prepay & Add. This would allow them to quote the price of 1-100 poles as if we were going to pick them up from their yard, but then for the times when they delivered, they can add the actual freight cost to the invoice at that time. – See new Exhibit C - Pricing Schedule Rev 1.

2. Q: Do you want these with or without ab’s and if they are to fit existing ab’s can we get the size listed in the table?

A: All these poles will be WITHOUT bidder provided ab’s (anchor bolts). We will procure those separately, so they should not be included in the bid prices.

3. Q: what do you base your pole size on – will 1.5EPA 40lbs cover it for the load? AASHTO using the ISO chart?

A: The metal street light pole designs must meet the requirements outlined in the 2020 City of Portland Standard Construction Specifications (ITB Exhibit B1 Material Specifications). The 2020 City of Portland Standard Construction Specifications, Section 00962 – Metal Illumination and Traffic Signal Supports (page 978), details the design requirements and applicable standards, codes, etc.

for the metal street light poles we are looking to procure in this ITB.
