About this file
This document is the City of Portland Standard Construction Specifications 2020, a comprehensive technical and contractual framework applicable to projects involving multiple city bureaus including the Portland Bureau of Transportation (PBOT), Portland Parks & Recreation, Office of Management and Finance, and the Bureau of Environmental Services. The specifications establish the standards for material quality, construction procedures, and contractual relationships for public works projects in Portland, Oregon. The document serves as the governing framework for bidding processes, contract awards, scope of work definition, and performance standards rather than detailing a specific project with quantities or timelines. It applies to various construction categories including roadwork, drainage and sewers, bridges, bases, wearing surfaces, traffic safety devices, and right-of-way development. The specifications do not establish a fixed contract term but rather provide the standard conditions under which individual contracts will be awarded and executed by the City.
The document functions as a master specification template governing payment terms, material sourcing, quality assurance, and dispute resolution procedures for City of Portland construction contracts. It establishes that payment to contractors will be made only for actual quantities of work performed and accepted, with quantities in bid schedules being approximate for comparison purposes only. The specifications incorporate references to American standards (ASTM, AASHTO, ACI, AWS) and Oregon regulations (ORS, OAR, Oregon Department of Transportation standards), establishing quality benchmarks and compliance requirements. The document includes provisions for change orders, cost reduction proposals, force account work, and equitable adjustments for differing site conditions, with the Owner's Representative holding final authority on contractual interpretations, quality acceptance, and payment determinations. No specific funding sources, set-asides, or incumbent information is detailed in this master specifications document, as it applies generically to multiple projects and procurement methods.

PART 00100 - GENERAL CONDITIONS
Section 00110 - Organization, Conventions, Abbreviations and Definitions
00110.00 Organization of the Specifications
(a) The Specifications are comprised of the following:
(1) General Conditions (Part 00100 where APWA format is used or Division 007200 where CSI format is used) which deal with the solicitation process and contractual relationships;
(2) Technical Specifications (Parts 00200 through 003000 in APWA or Div.
1 through 50 in CSI) that contain the detailed technical specifications involved in prosecution of the Work which are organized by subject matter;
and
(3) Special Provisions (APWA) or Supplementary Conditions (CSI).
(b) In addition, throughout these Specifications:
(1) Each Part is divided into Sections and Subsections.
(2) Reference to a Section includes all applicable requirements of the Section.
(3) When referring to a Subsection, only the number of the Subsection is used; the word "Subsection" is implied.
(4) Where Section and Subsection numbers are not consecutive, the interval whatever that may be has been reserved for use in the Special Provisions or Supplementary Conditions, or future expansion of the Specifications.
00110.05 Conventions Used Throughout the Specifications Include:
(a) Grammar - Part 00100 of the Standard Specifications is written in the indicative mood, in which the subject is expressed. Parts 00200 through 03000 of the Standard Specifications are generally written in the imperative mood, in which the subject is implied. Therefore, throughout Parts 00200 through 03000, and Divisions 01-50, as applicable, and on the Plans:
(1) The subject, "the Contractor", is implied.
(2) "Shall" refers to action required of the Contractor, and is implied.
(3) "Will" refers to decisions or actions of the Owner or the Owner’s Representative.
00110.05
(4) The following words, or words of equivalent meaning, refer to the actions of the Owner or the Owner’s Representative, unless otherwise stated:
“allowed”, "directed", "established", "permitted", "ordered", "designated", "prescribed", "required", "determined".
(5) The words "approved", "acceptable", "authorized", "satisfactory", "suitable", "considered", and "rejected", "denied", "disapproved", or words of equivalent meaning, mean by or to the Owner or the Owner’s Representative, subject in each case to Section 00150 of the General Conditions.
(6) The words "as shown", "shown", "as indicated", or "indicated" mean "as indicated on the Plans".
(7) Certain Subsections labeled "Payment" contain statements to the effect that "payment will be made at the Contract amounts for the following items" (followed by a list of items). In such cases the Owner shall pay for only those Pay Items listed in the Schedule of Items.
(b) Capitalization of Terms - Capitalized terms used in the General Conditions, other than titles, abbreviations, and grammatical usage, have the meaning ascribed to them in Section 110.20. A defined term that is a noun may be used in its verb or adjective form and vice-versa. In the Technical Specifications, defined terms will generally not be capitalized.
(c) References to Laws, Acts, Regulations, Rules, Ordinances, Statutes, Orders, and Permits - References are made in the text of the Specifications to "laws", "acts", "rules", "statutes", "regulations", "ordinances", etc. (collectively referred to for purposes of the General Conditions as "Law"), and to "orders" and "permits" (issued by a governmental authority, whether local, State, or federal, and collectively referred to for purposes of the General Conditions as "Permits"). Reference is also made to "applicable laws and regulations". The following conventions apply in interpreting these terms, as used in the Specifications.
• Law - In each case, unless otherwise expressly stated therein, the Law is to be understood to be the current version in effect. This also applies where a specific Law is referenced or cited, regardless of whether the text of the Law has been included in the Contract Documents or not, and regardless of whether the text of the Law has been summarized or paraphrased. The reader is therefore cautioned to check the actual text of the Law to confirm that any text included in the Specifications has not been modified or superseded.
00110.10
• Permits - Orders and permits issued by a government agency may be modified during the course of performing the Work under a Contract.
Therefore, wherever the term "order" or "permit" is used in the Specifications, it is intended to refer to the then-current version. That version may be embodied in a modified, superseding order or permit, or it may consist of all terms and conditions of prior orders or permits that have not been superseded, as well as the additional terms added by amendment or supplement. In certain cases, the orders or permits are identified by name in the Specifications; in other cases the terms are used in the generic sense. The reader is cautioned to check the text(s) of each order and permit identified either by name or by generic reference.
• Applicable Laws and Regulations - Where the phrase "applicable laws and regulations" appears, it includes all applicable laws, acts, regulations, administrative rules, ordinances, statutes, and orders and permits issued by a governmental or regulatory authority.
