Enhanced availability during early voting periods and Election Day, including after-hours, weekend, and holiday support, is required. All quoted rates must be all-inclusive of labor, materials, equipment, and all other costs with no separate line items permitted. Pricing cannot increase for ninety days after contract commencement or within ninety days of any previous increase; only manufacturer-documented price changes will be approved.

The Harris County minimum wage policy of $21.65 per hour applies to workers directly assigned to eligible contracts valued over $100,000. Contractors must maintain Workers Compensation Employers' Liability ($1 million per accident / $1 million policy limits), Commercial General Liability ($1 million per occurrence / $2 million general aggregate), Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($1 million per occurrence and aggregate). Harris County must be named as additional insured on a primary and non-contributory basis.

All questions must be submitted in writing to Tamara Twiner through Bonfire prior to the specified deadline. The County reserves the right to award contracts to multiple vendors designated as "Primary" and "Secondary" based on time constraints and availability.
