About this opportunity
The City of Hampton, Virginia has issued Invitation to Bid (ITB) 24-42TM for the Coliseum Lake Weir Replacement project, seeking qualified contractors to reconstruct the existing weir located at the outfall of Coliseum Lake. The primary objective is to replace the current concrete weir with an automated slide gate at 1000 Coliseum Drive, with comprehensive reconstruction activities including removing and replacing the existing concrete bed, riprap, road curb, and dog waste station. Bidders must demonstrate significant experience in waterway construction and dredging operations, with the project requiring technical expertise in hydraulic infrastructure. The bid submission deadline is April 23, 2024, with a mandatory pre-bid meeting previously held on March 12, 2024. Required deliverables include a fully functional automated slide gate system, comprehensive site restoration, and compliance with multiple regulatory permits from agencies including the U.S. Army Corps of Engineers, Virginia Marine Resource Commission, and Virginia Department of Environmental Quality. The project encompasses specific parcels identified by Land Unit Identification Numbers 13001171 and 13002387, with the ultimate goal of improving drainage and water management capabilities for Coliseum Lake.
The City of Hampton has established specific minority business enterprise (MBE) and women's business enterprise (WBE) subcontracting goals of 4.34% and 3.82%, respectively, indicating a commitment to diverse contractor participation. Successful bidders will be required to provide performance and payment bonds, ensuring project completion and financial protection for the municipality. While no specific budget range was explicitly detailed in the documentation, the comprehensive nature of the project suggests a substantial capital investment, with the bid tab indicating multiple line items covering mobilization, earthwork, demolition, concrete work, gate installation, sensors, SCADA system implementation, and erosion control measures. The project will be funded directly by the City of Hampton, with the contractor responsible for obtaining necessary permits beyond the nationwide permit already secured. No incumbent vendor information was provided, and the contract appears to be a new infrastructure improvement initiative. The city reserves the right to accept or reject any bids and to award one or more contracts deemed in its best interest, providing flexibility in the procurement process.
