Questions:
1. Question: We noticed the bid date was extended 3 weeks. Can the question period be extended to 3/29 allow vendors time to review the specifications in more detail?
Answer: The question period is now being extended to 03/29 and the bid date is now extended to Tuesday, April 16th at 2:30 pm.
2. Question: How was the quantity of 2300 SF for bid item 33, Sheet pile
Cofferdam, determined? Please provide a measurement and payment description and assumed dimensions this was based on. Typically we see these as lump sum pay items.
Answer: Please see updated bid tab. Cofferdam is now a lump sum item.

3. Question: Please confirm bid item 32 will be paid for each day dewatering and pumps are on-site for construction.
Answer: Dewatering pay item is now changed to lump sum. To size the pumps, please refer to the hydrology and hydraulics report (specifically
Appendix F – raw data provided as a spreadsheet) attached to
Addendum 3.
4. Question: Please provide Geotech report that is referenced on sheet G-2
Sequence of Construction Step 10.
Answer: Geotech report is attached with Addendum 3.
5. Question: Please provide more details on the stop logs. What is the quantity to be provided? Is there a separate stop log slot in the concrete structure? Details are not clear on what is desired.
Answer: Should for some reason, the gates were malfunction and get stuck in open position, the purpose of the stop logs is for the maintenance crews to be able to block the water from either the lake or the creek side.
A slot must be provided in the concrete for the aluminum stop logs to be placed. Eight (8) 6” (150mm) height stop logs per each four-foot-tall gate totaling sixteen (16) stop logs will be required.
6. Question: Sheet M-3 has two details for the railing and grated walkway. The railing posts are called out to be embedded every 5’ but we don’t see how this is possible with the span over the weir. Also, are the bars enough to support this span or are beams required to support it? M-3 calls out 6’ wide and S-1 has 8’ wide. Also, we can’t find any details for the concrete ramps on either side. Please provide a more complete and detailed design for the walkway.
Answer: The 8” circular railing posts to be embedded every 4 feet over the
28 feet length of the maintenance bridge/walkway. The width of the bridge/walkway to be 8 feet as shown on sheet S-1.
7. Question: Bid item 28 calls for Solar Panel but we can’t find any information on the drawings for specifications for this. Please let us know where it is or provide via addendum.
Answer: Solar panels will no longer be required as part of this project to charge the batteries. The batteries will be charged directly from the
Dominion Energy connection. The sizing of the batteries should be done in such a way that they can provide a 72 hour (3-days) backup to actuate
(open and close twice a day) the sluice gates.
8. Question: Please provide the drainage area that flows into this lake and any past storm data/lake height information.
Answer: Please refer to response to Question 3 of Addendum 3.
9. Question: Are there alternative sites suitable for mobilization?
Answer: No. However, the city is open to suggestions.
10. Question: Are there available As-Built drawings?
Answer: If the question is referring to as-built drawings of the weir, they are not available
11. Question: Has a load rating or load analysis been conducted for the earth dam?
Answer: Geotechnical report and structural design are attached to
Addendum 3
12. Question: What will happen to the well monitoring points.
Answer: The well monitoring points shall be protected during constructions, and after construction, to be protected by a locking cover.

Answer: Please refer to the hydrology and hydraulics report attached to
