About this opportunity
The Illinois Student Assistance Commission (ISAC) is requesting quotes for an on-site Employee Assistance Program (EAP) counselor, with quotes due November 13, 2026 at 10:00 a.m. Vendors must submit hourly rate quotes based on a 520-hour estimate for onsite appointments only, and subcontracting is not permitted.
The counselor must hold an Illinois Licensed Professional Counselor (LPC) or Licensed Clinical Professional Counselor (LCPC) credential, a master's degree in social work, counseling, or psychology, and a minimum of five years of relevant experience serving diverse populations. Services are voluntary and confidential, covering anxiety, depression, domestic violence, grief, PTSD, stress, alcoholism, and chemical dependency. Vendors must establish an appointment system with fulfillment within one week of request and submit bi-weekly status reports to the Director of Human Resources without employee identities or appointment reasons. Required submittals include three references for similar services within the last three years, the counselor's resume, a copy of the current Illinois license, a record security process document, and proof of Professional Liability Insurance of $1 million per claim and $3 million aggregate.
The anticipated term runs January 1, 2027 through December 31, 2027. Services are performed exclusively at ISAC's Deerfield office at 1755 Lake Cook Road, Deerfield, Illinois 60015. The counselor must be available up to ten hours per week, Monday through Friday excluding state holidays, from 8:30 a.m. to 4:30 p.m., with sessions of 30 minutes to one hour. Actual hours may vary based on employee usage and organizational needs. Travel time, scheduling, and report preparation are not compensable. Quoted prices must remain valid for 30 days from submission, with no price increases accepted and any price decreases benefiting ISAC.
Vendors must execute the Standard Illinois Certifications (v.26.2) as a material condition of award, covering 34 areas that include eligibility, tax compliance, and the Illinois False Claims Act exposure for materially false statements. The Standard Terms and Conditions (v23.2) are also attached. Questions and quote logistics route to Phyllis Wiley at 847-831-8614 or phyllis.wiley@illinois.gov.
