About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, on behalf of HHSC and the Department of State Health Services (DSHS), is requesting sealed bids for irrigation system maintenance and service at Austin State Hospital (ASH) under IFB HHS0017509, with bids due August 6, 2026, at 10:30 a.m. Mandatory on-site visits are scheduled for July 21 and July 22, 2026, at 10:30 a.m.; attendance at one site visit is required for bid qualification. The procurement carries a licensing filter: bidders must hold a current Texas Landscape Irrigator License (LI) issued by the Texas Commission on Environmental Quality (TCEQ) prior to bidding.
The scope encompasses as-needed maintenance, inspection, repair, seasonal adjustment, and system protection for Building 801's irrigation infrastructure, including two Hunter ACC2 controllers with approximately 550 linear feet of two-wire decoder communication path, 31 stations (25 subsurface drip irrigation channels and approximately 6 exterior tree bubbler zones), Netafim Techline dripline components, Wilkins 950 Double Check backflow prevention assemblies, and all associated valves, sensors, and electrical controls. Work is performed Monday through Friday, 7 a.m. to 4 p.m. Central Time, with a four-hour response time for service calls and one-hour emergency response. The contractor must maintain monthly reporting, conduct annual backflow prevention assembly testing by a licensed BPAT, and follow a detailed seasonal task matrix covering controller maintenance, dripline and bubbler service, valve inspections, and full-system evaluations with pressure testing and decoder/electrical checks. Place of performance is 4111 N. Lamar Boulevard, Austin, Texas 78756.
Bidders must demonstrate a minimum of five years of relevant commercial irrigation experience and provide three verifiable references from similar contracts within the last five years. All contractor personnel must hold appropriate TCEQ licensure or obtain it within six months of hire and complete background checks prior to site work. Bidders submit firm, fixed pricing on Exhibit C Pricing Sheet covering all labor, equipment, materials, and supplies. Price adjustments may be permitted during the contract term using CPI-W or CPI-U formulas subject to HHSC approval; only contracts with renewal options are eligible for CPI increases. All parts and materials are billed at actual cost with no markup, and unused materials become ASH property.
The initial contract term runs September 1, 2026, through August 31, 2027, with one extension option of up to one year available at HHSC's sole discretion. No HUB subcontracting plan is required but is encouraged. Questions were due July 27, 2026, at 5 p.m., with responses posted July 30, 2026. Award is anticipated for September 1, 2026. Bidders must submit Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), and Exhibit D (Bidder Reference Qualifications Form); failure to submit required exhibits results in disqualification.
