About this opportunity
The State of Oregon, acting through the Oregon Health Authority at Oregon State Hospital, is issuing an Invitation to Bid to establish a Price Agreement for the purchase of patient mattresses on an as-needed basis. The procurement seeks four specific mattress sizes with estimated annual quantities: 60 units of 80" x 36" x 3" mattresses with single 3" medium-firm foam layers; 20 units of 75" x 36" x 6" mattresses with multi-layer density foam construction; 10 units of 75" x 30" x 6" mattresses with comparable specifications; and 300 units of 81" x 36" x 6" mattresses. All mattresses must be waterproof with non-skid medical grade vinyl ticking in gray or navy, flame-resistant and antimicrobial properties, and must comply with California Technical Bulletin 117, 16 CFR Part 1632 Hospital Standards, and NFPA 101 Life Safety Code 2024 requirements. Bidders must demonstrate a minimum of five years of experience providing such goods to public sector facilities and must submit their bids through the OregonBuys e-procurement system by February 18, 2026, at 3:00 PM Pacific Time. Questions and requests for clarification are due by January 30, 2026, with the Notice of Intent to Award anticipated for February 25, 2026. The Agency will evaluate bids for responsiveness and responsibility, applying preferences for Oregon supplies and services (5% price reduction), reciprocal preferences based on out-of-state bidding practices, and recycled materials, with a single Price Agreement anticipated to be awarded to the overall lowest responsive and responsible bidder.
The procurement does not contain set-aside designations restricting bidder eligibility; however, the State requires bidders to complete a Certified Disadvantaged Business Outreach Plan documenting their commitment to providing equal opportunities to Oregon Certified Firms—small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity as minority-owned, woman-owned, veteran-owned, or emerging small businesses. Bidders must certify compliance with twelve mandatory certifications, including non-discrimination in employment and subcontracting practices, verification against the Office of Foreign Assets Control's Specially Designated Nationals list and System for Award Management exclusions, and attestation of financial capability, materials, equipment, facilities, and personnel resources. If the resulting Price Agreement exceeds $500,000 and the bidder has 50 or more employees, the apparent successful bidder must provide a Pay Equity Compliance Certificate and certify non-discrimination policies addressing sexual harassment and unlawful discrimination. Pricing must remain firm for a minimum of one year following the Price Agreement effective date and must be fully loaded to include delivery costs on an F.O.B. Destination basis. The initial contract term is five years with an option to renew for an additional five years, up to a maximum ten-year term, with delivery to Oregon State Hospital in Salem at 2600 Center Street NE. No specific budget range or award value has been disclosed in the procurement documents.
