About this file

This is a Questions and Answers document related to an Invitation to Bid issued by the State of Oregon, acting through the Oregon Health Authority at Oregon State Hospital, for the establishment of a Price Agreement to purchase patient mattresses on an as-needed basis. The procurement seeks four specific mattress sizes with estimated annual quantities of 60 units of 80" x 36" x 3" mattresses, 20 units of 75" x 36" x 6" mattresses, 10 units of 75" x 30" x 6" mattresses, and 300 units of 81" x 36" x 6" mattresses. All mattresses must be waterproof with non-skid medical grade vinyl ticking, flame-resistant, antimicrobial, and compliant with California Technical Bulletin 117, 16 CFR Part 1632 Hospital Standards, and NFPA 101 Life Safety Code 2024. Bids must be submitted through the OregonBuys e-procurement system by February 18, 2026, at 3:00 PM Pacific Time, with questions due by January 30, 2026. The Notice of Intent to Award is anticipated for February 25, 2026. The contract term is five years with an option to renew for an additional five years, up to a maximum ten-year term.

The Questions and Answers document clarifies three critical bidding requirements: all bidders must submit formal solicitation responses and cannot substitute existing purchasing contracts; the State will not accept clarifications or exceptions to the terms and conditions of the example Price Agreement; and the State will not consider exceptions to insurance requirements. Bidders must demonstrate a minimum of five years of experience providing such goods to public sector facilities and must certify compliance with twelve mandatory certifications. Pricing must remain firm for a minimum of one year following the Price Agreement effective date and must be fully loaded to include delivery costs on an F.O.B. Destination basis. The State will evaluate bids for responsiveness and responsibility, applying preferences for Oregon supplies and services with a 5% price reduction and considering recycled materials. A single Price Agreement will be awarded to the overall lowest responsive and responsible bidder.
