About this file
This is an Invitation to Bid (ITB) issued by the State of Oregon, acting through its Oregon Health Authority for the Oregon State Hospital, to establish a Price Agreement for the purchase of patient mattresses on an as-needed basis. The ITB seeks mattresses in four different sizes and specifications: an 80" x 36" x 3" mattress with a single 3" layer of medium-firm foam; a 75" x 36" x 6" mattress with multi-laminate density foam and a three-layer construction; a 75" x 30" x 6" mattress with similar multi-layer construction; and an 81" x 36" x 6" mattress with comparable specifications. All mattresses must meet California Technical Bulletin 117, 16 CFR Part 1632 Hospital Standards, and NFPA 101 Life Safety Code 2024 requirements, featuring waterproof construction with firm edge support, non-skid medical grade vinyl ticking in gray or navy, and antimicrobial properties. Bidders must have a minimum of five years of experience providing such goods to public sector facilities. Questions and requests for clarification are due by January 30, 2026, with bids due by February 18, 2026, at 3:00 PM Pacific Time. The Notice of Intent to Award is anticipated for February 25, 2026. The initial contract term is five years with an option to renew for an additional five years, up to a maximum ten-year term. Delivery will be to Oregon State Hospital in Salem at 2600 Center Street NE.
Bidder pricing must remain firm for a minimum of one year following the Price Agreement effective date and must be fully loaded to include delivery costs on an F.O.B. Destination basis. The Agency anticipates awarding a single Price Agreement to the overall lowest responsive and responsible bidder. All bids will be evaluated for responsiveness and responsibility, with preferences applied for Oregon supplies and services (5% price reduction), reciprocal preferences based on out-of-state bidding practices, and recycled materials. The Agency may request product samples for inspection and acceptance testing to verify compliance with specifications. No public bid opening will be held. Prospective bidders must submit mandatory documentation including a Bid Cover Sheet, Bid Pricing Form, Responsibility Inquiry, Certified Disadvantaged Business Outreach Plan, proof of prior experience and qualifications, and a Mattress Specification Sheet. Bids must be submitted through the OregonBuys e-procurement system; bidders are responsible for registering in OregonBuys and ensuring vendor information is current. If the resulting Price Agreement exceeds $500,000 and the bidder has 50 or more employees, the apparent successful bidder must provide a Pay Equity Compliance Certificate and certify non-discrimination policies addressing sexual harassment and unlawful discrimination.
