About this opportunity
The Teacher Retirement System of Texas (TRS) is seeking proposals from qualified vendors to provide an Investment Terms Capture Tool Service. The selected contractor will provide an automated tool to enable the extraction of key investment contract terms, such as Limited Partnership Agreements and ISDA/Repurchase Agreements, into a database for reporting, reference, and analysis services. The service will cover a range of investment portfolios including Private Markets, Real Estate, and Energy Natural Resource Infrastructure, which currently include over 700 funds and vehicles. The contract term is one year with three one-year optional renewal terms. Proposals are due by November 17, 2023 at 3:00 PM Central Time, and TRS may request presentations/demonstrations from shortlisted respondents. TRS will evaluate proposals based on respondent past performance, key personnel qualifications, technical approach, and pricing, with the ability to conduct a Best and Final Offer round.
The RFP does not require a HUB Subcontracting Plan, but respondents must meet minimum qualifications including providing a list of at least 10 paying clients and having at least 1 year of experience providing similar services. The contract will be awarded to the successful vendor, but the documents do not provide details on pricing terms, set-asides, incumbents, funding requirements or sources, or contract renewal options. The state and local jurisdictions covered by this opportunity include Travis County and multiple jurisdictions within the City of Austin, Texas.
