About this opportunity

Seminole County Board of County Commissioners (SCBCC) is seeking investment advisory services through a competitive Request for Proposal (RFP) process for managing a portfolio valued between $650 million to $740 million. The procurement focuses on obtaining consulting services to provide investment policy recommendations, cash management consulting, and ongoing strategic guidance for county funds, with the selected firm prohibited from directly investing funds unless specifically directed by SCBCC. Key requirements include having at least one Chartered Financial Analyst (CFA) with a minimum of 20 years of public funds investment management experience, demonstrating a track record of managing at least $10 billion in public funds, and being knowledgeable of Florida investment statutes. The RFP was released on August 30, 2022, with a proposal submission deadline of September 21, 2022, at 2:00 PM Eastern Standard Time. Evaluation criteria will assess firm experience (20 points), account manager experience (20 points), accounting and reporting capabilities (20 points), experience with similar accounts (20 points), and fee proposal (20 points), with proposals being rated as "Highly Acceptable," "Acceptable," "Marginal," or "Unsatisfactory."

The RFP does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The contract term is three years with the option to extend for two additional one-year periods, suggesting potential long-term engagement. While no incumbent vendor is mentioned, the draft agreement indicates the selected consultant will be compensated at a fixed fee to be determined, with monthly payments based on completed services. The consultant must maintain various insurance policies, including Professional Liability Insurance with limits of at least $1,000,000, Commercial General Liability, Workers' Compensation, and Business Auto Policy. The agreement requires the consultant to provide quarterly performance reports, attend monthly meetings, and consult with SCBCC on investment strategies, portfolio composition, and economic conditions. Seminole County reserves the right to conduct reference checks, require presentations, and make the final award based on the proposal presenting the best value to the county.
