The County of San Mateo Parks Department is requesting bids for invasive species management services at Memorial County Park and Sam McDonald County Park, with bids due October 15, 2026 at 5:00 p.m., and a mandatory pre-bid meeting on October 7, 2026 at 10:00 a.m. at 13435 Pescadero Creek Road, Loma Mar, California. The County's local business preference ordinance applies, offering preferences to local businesses, local non-profits, and small/micro businesses certified by the California Office of Small Business and Disabled Veteran Business Enterprise Services.

The scope encompasses manual, mechanical, and chemical treatment of approximately 17 acres of French broom and 0.25 acres of Bailey acacia within and adjacent to fuel reduction project areas along Pescadero Creek, Wurr Roads, Ridge Road, and Upper Towne Fire Road. Work includes initial treatment, re-sprout treatment, and material hauling and disposal. Treatment must utilize approved Pesticide Control Recommendations and follow operational practices to protect rare, threatened, and endangered species. Equipment and heavy machinery operations are restricted to dry, rainless periods on unsaturated soils between October 15 and June 15.

Bidders must have a minimum of five years of similar invasive species management experience and must employ a Qualified Applicator (QAL) or Qualified Applicant Consultant (QAC) with current Department of Pesticide Regulation licensing. Pricing is submitted as a lump sum for three line items: French broom reduction, acacia reduction, and mobilization/demobilization. All bidders must register with the California Department of Industrial Relations prior to bid submission and comply with prevailing wage requirements under California Labor Code for public works. A 100 percent payment bond is required for projects exceeding $25,000. Comprehensive general liability insurance of $1,000,000 and motor vehicle liability insurance of $1,000,000 are mandatory. Questions are due October 13, 2026 at 12:00 p.m. Parks staff will evaluate the project within 30 days of initial treatment and 30 days of re-sprout treatment.
