About this file

This is a Scope of Work document for the San Mateo County Parks Department outlining invasive species management services for shaded fuel break maintenance at Memorial County Park and Sam McDonald County Park in California. The project focuses on PCR (Pathogen Control and Removal) treatment and foliar application methods for vast aquatic plant species management as part of the 2026 Shaded Fuel Break Maintenance and Community Protection (SMCP) initiative. The scope specifies detailed protocols for invasive species identification, treatment methodologies, and application procedures to maintain defensible space and reduce wildfire risk while protecting the natural resources of these county park properties. The work requires adherence to environmental regulations and integration with existing park management practices to ensure ecological sustainability alongside fuel reduction objectives.

The document emphasizes specialized treatment protocols and application standards for invasive species control, including foliar spray techniques and pathogen-based management approaches. Contractors must demonstrate expertise in aquatic and foliar treatment methods, possess appropriate licensing and certifications for pesticide application or biological control agents, and maintain detailed documentation of treatments and outcomes. The project supports the County's broader environmental stewardship mission by combining wildfire mitigation with invasive species management, protecting both public safety and the natural ecosystems that serve the County's nearly three million annual park visitors. Funding derives from the County's Parks Department budget allocated to fuel break maintenance and community protection initiatives, with deliverables centered on effective species control, environmental compliance, and long-term ecosystem health maintenance.

SITE DESCRIPTION

Parks & Open Space, Habitat Management and AQUATIC Areas. Selective invasive weed management in 8 park and open space areas for habitat management and fire safety. Total acreage to be treated is estimated to be 167 acres (see locations back page).

TARGET PESTS: Invasive broadleaf weeds, brush & trees. Mix product with water

Material (Add to tank in order) Rate per 100 gal Rate per gal (handhelds) Volume/Acre

(1) Vastlan Herbicide* – 62719-687 0.5 – 1.5 gallons 0.6 – 2 oz.

Variable – Spot Spray Treatments

(2a) Competitor MSO Surfactant– 2935-50173 0.5 gallon 0.6 oz.

OR (2b) Syl-Tac EA Surfactant – 2935-50203 1.25 quarts 0.5 oz.

(3) Dye (if necessary) 1 quart 0.3 oz.

* Do not exceed maximum use rate of 9 quarts per acre per year on non-crop sites & 6 quarts per acre per year on aquatic/forest sites.

HAZARDS – RESTRICTIONS

o OBSERVE ALL LABEL PRECAUTIONS o DO NOT ALLOW DRIFT TO CONTACT GRAPES, VEGETABLES AND OTHER DESIRABLE LANDSCAPE PLANTS o WORKER RE-ENTRY INTERVAL: KEEP WORKERS, PEOPLE AND PETS OFF TREATED AREAS UNTIL DRY o LIMIT APPLICATIONS TO PERIODS WHEN WIND IS BETWEEN 2-7 MPH TO REDUCE DRIFT POTENTIAL o NO APPLICATIONS WHEN FORECAST OF RAIN WITHIN 24 HOURS OF PLANNED APPLICATION o OBERVE LABEL SETBACKS AND LIMITATIONS FOR USE AROUND POTABLE WATER/IRRIGATION INTAKES

APPLICATION NOTES

This recommendation is for terrestrial and aquatic foliar applications for invasive broadleaf, shrub and tree species on listed properties within County Parks District. All sprays shall be directed to target vegetation and evenly applied with low pressure (30-70 psi), hand held wands or guns (incl. hand, backpack and truck mounted sprayers). Timing: Depending on plant phenology, certain species may be more susceptible at different times of the growing season. Time applications for fall and spring when plants are actively growing. Avoid drought conditions or times during early spring sap flow.

Low Rate – 0.5% - Use for seedlings. Optimum effectiveness 0 to <6” height.

High Rate - 1.5% - Use for late spring through fall perennial weeds. Apply at bud to flower stage for perennials.

This recommendation covers pesticide applications within habitats for federally and state listed endangered species. A qualified biologist/staff representative that can identify all rare plant and wildlife species present shall supervise all applications of pesticide. In areas where endangered species occur, buffer herbicide applications by 40 yds when wind is blowing towards occupied habitat. A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction. A reduced 15’ buffer applies when a certified applicator is making an application with hand-held equipment to invasive weeds. Consult project maps for locating such areas.

This pest control application incorporates all United States Environmental Protection Agency voluntary and injunction specified interim endangered species pesticide protection measures for San Mateo County including the 2001 Stipulated Injunction for CA Red-legged frogs. I certify that alternative methods and mitigation measures that will substantially reduce adverse environmental impacts have been considered and adopted as necessary and feasible.

Buffers required for CA Red-Legged Frog (CRLF) A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction and listed in the above table. A reduced 15’ buffer applies when a certified applicator is making a spot treatment with hand-held equipment to state-designated invasive weeds within these specified sections. This reduced buffer does not apply to vegetation management projects for native brush control.
